I.General Information about Hunan
1. Geographical Position
Hunan Province is located in China's central south, between latitudes 24¡ã39'N and 30¡ã08'N, longitudes 108¡ã47'E and 114¡ã15'E, covering an area of 210,000 km2. Most of its territory lies south of the famous Dongting Lake, hence the name Hunan, which literally means south of the lake in Chinese. It is also called Xiang for short, named after the longest river in the province. Bounded on the north by Hubei, on the south by Guangdong and Guangxi, on the east by Jiangxi and on the west by Chongqing and Guizhou, Hunan enjoys an exceptional geographical location: joined to the Yangtze River, adjacent to the southern coastal areas as well as to Hong Kong and Macao, serving as a junction between and an extension of China's two major open and development regions-South China coastal SEZs and the Yangtze Riverside Economic Zones.
Hunan is administratively divided into 13 municipalities under the jurisdiction of the provincial government, and 1 autonomous prefecture. The capital city of Hunan is Changsha. The province has a population of 65,958,500.
2. Natural Resources
Rich in natural resources, Hunan has long been known as a Land of Rice and Fish, the Home of Nonferrous Metals, Home of Non-metallic Minerals and a Tourists Resort. Growing on the soil of Hunan are more than 2,000 species of woody plants, 1,000 species of economic plants, 800 species of medicinal plants and 60 species of rare plants (put on the list of the state protection). The standing crop of forest trees amount to 245-million m3. Also found in this land are over 40 kinds of rare birds and animals, and 160 kinds of natural fishes. The surface-water totals more than 200 million cubic meters and the underground water stock come to 45.5 billion cubic meters. Waterpower resources add up to 15.32 million kW (15,320MW), and exploitable waterpower reaches 10.83 million kW (10830MW). Of all the 160 minerals discovered in the world, Hunan has 141, including 41 kinds such as antimony, tungsten, manganese and etc., all ranking among the top five places in China. There are 10 tourist areas and more than 100 scenic spots in Hunan. Mount Hengshan or Nanyue Mountain, known as the only one with class among China's five sacred mountains, is a Buddhism Mountain. The Yueyang Pavilion is one of the three famous ancient pavilions on the south of the Yangtze River. Especially, the Wulingyuan Scenic Zone, with Zhangjiajie National Forest Park as the center, beauties hidden in obscurity for thousands of years, once they have unveiled themselves to reveal the charming features to the world, have been acclaimed as great wonders of the nature for their grotesque and picturesque scenes, and inscribed by United Nations Educational Scientific and Cultural Organization on the World Heritage List.
Located in central subtropical zone, Hunan has a continental wet monsoon climate. Its annual temperature averages 16¡æ-18¡æ, sunshine time 1,300-1,800 hours, frost-free period 278-300 days, and precipitation 1,200-1,700mm. With sufficient sunshine, plentiful rain and distinct seasons, Hunan has favorable conditions for agricultural production.
3. Conditions of Economy and Technology
Hunan has made brilliant achievements in economic construction in the past 20 years since reform and opening up. In 2002, its GDP reached RMB 434.094 billion yuan, ranking 12th in China. The proportions of its primary, secondary and tertiary industries stand at 19.5%, 39.9% and 40.6%.
A) Agriculture
Hunan enjoys exceptional advantages in developing agriculture. As an old saying goes, when Hunan and Guangdong have reaped rice, food for all the Chinese will suffice. Hunan's output capacity of main farming and sideline products are in leading position of China. Output of rice, ramie, tea Oil, tung oil stand first in China; live pigs stand second and tea in forth. Oranges, tobacco, fresh water fish and etc. are listed in top 10 of total output in China. The province has 50 commodity grain bases, 18 commodity cotton bases, 65 crossbreeding type pig bases, 3 oil bases, 2 sugar bases and 300,000 Chinese mu of fish bases. In 2002, total output of grains in Hunan amounted to 25.013 million tons of grains, 0.153 million tons of cotton, 64,612,400 head of pig, 81,300,000 head of cattle and sheep, 1,495,500 tons of aquatic products, 1,190,700 tons of oil material and 4,327,000 tons of fruit. Forest timber growing in Hunan amounts to 314 million cubic meters, with forest coverage of 53.1%.
B) Industry
Hunan has evolved a complete industrial system. In 2002 total output value of industry in Hunan amounts to RMB 144.08 billion yuan. According to the state classification, China's industry is divided into 40 branches and 197 sub-branches. Hunan's industry covers practically all of them 39 branches and 188 sub-branches with machine building, food processing, electronics chemicals, metallurgy, ramie textiles, energy source and building materials, as its mainstay.
The output value of such state-owned enterprises and non state owned enterprises with annual sales income over RMB 5 million yuan amount to RMB 70.923 billion, among which 40.542 billion of heavy industries and 30.380 billion of light industries. A considerable capacity has been formed in the production of main industrial products. In 2002 the province has a capacity of 4.8771 million tons of steel, 27.465 million tons of cement. Hunan ranks among China's top ten places as regards the output of 30 of its 62 major industrial products. For example, it is No. 1 in the production of lead, zinc and antimony, No. 2 in the production of pesticides and railway wagon, No. 2 in cigarette making. Other leading products include sulfuric acid, chemical fertilizer, timber, iron alloy, machine-made paper and paperboard, raw coal and cement are on the top ten places.
C) Foreign Trade
Hunan has built up a complete foreign trade system. By the end of 2002 it has 80-odd specialized or industry-related foreign trade corporations dealing in cereals, oils and foodstuffs, native produce and animal byproducts; tea; metals and minerals; machinery; textiles; light industrial products; arts and crafts; nonferrous metals; metallurgical products; chemicals; automobiles; electronics and etc. Hunan has 976 production enterprises handling own exports, including productive enterprises, and a number of foreign-funded enterprises and manufacturing enterprises supplying export products. The total volume of export and import in 2002 was USD 2.876 billion, including USD 1.795 billion in export and USD 1.081 billion in import. UP till now, Hunan has established regular business relations with trading firms in 160-odd countries and regions. There are 3,000 or so kinds of products available for export. 50-odd kinds of products, for example, zinc, manganese, lead, antimony and non-ferrous metals, textiles, garments, chemicals, color display tube, firecrackers and fireworks, ceramics, ferroalloy, steel, shoes and hats, rice, tea, vegetables, case and bag, pigs, graphite, have each an annual export value of USD over 10 million.
By the end of 2002, the aggregate number of foreign-funded projects approved by the province had come to 6464, the contracted value of foreign investment amounted to USD 9.67 billion and actually utilized amount of foreign funds totaled USD 7.084 billion.
D) Science, Technology and Education
Hunan is well developed in the field of science, technology and education, obtaining remarkable achievements. Changsha Software Garden has been listed as a state level software base, and Yuelu Mountain Universities Sci-tech Garden is in operation approved by state authorities. In 2002, Hunan won 900 achievements in scientific research, with hi-tech product output value amounted to RMB 75 billion. There are 212 scientific research institutes in Hunan Province, including 27 national key labs. By the end of 2002, Hunan possesses 43 academicians of Science and Social Science and has 60 key or regular colleges and universities, owning 419,400 students. Hunan has 4,210 medical institutions, holding 146,800 patient beds. Some of key achievement such as hybrid rice, super-scale computer and test tube baby hold a leading position in the world.
II.Investment Environment
1.Transportation
Six trunk railway lines, namely, Beijing-Guangzhou, Hunan-Guizhou, Hunan-Guangxi, Shimen ¨C Changsha, Zhicheng-Liuzhou and Zhejiang-jiangxi, run in all directions through Hunan, and the Luoyang-Zhanjiang railway line runs through 6 cities on south and north part of Hunan. Chongqing-Huaihua Railway line Hunan section is under construction. The length of operating railway line totaled 2,924.3 km, and listed 7th in China. Seven national highways including No. 106, 107, 319, 320 extend to every part of the province with total length of 66,000 km, ranking 4th in China. Some high-grade highways have been completed, such as Changsha-Liuyang, Changsha-Xiangtan-Leiyang-Yizhang, Yijiawan-Zhuzhou, Changsha-Yiyang-Changde. Xiangtan-Shaoyang, Changsha-Linxiang. By the end of 2002, the expressway length achieved 1000km, ranking 10th in China.The expressways of Changde-Zhangjiajie and Hengyang-Yongzhou are under construction. Airplanes straight frights to Hong Kong from Huanghua Airport, a first-grade international airport, or from Zhangjiajie Airport are available. Changde Airport and Yongzhou Airport have been put into service. Hunan's inland waterways total more than 10,000 km, taking the 4th place nationally. The two 5,000-tonnage capacity berths at Chenglingji of Yueyang Foreign Trade Wharf have come into operation.
2. Electric Power
Hunan¡¯s power supply trunk network construction and urban and rural power network upgrading have obtained sound results. By the end of 2002, Hunan's installed generating capacity is 11.2253 MKW, with annual power generating capacity of 42.554 BKW.
3.Telecommunications
Hunan's communications capacity has doubled and redoubled year by year. Fiber-optical, short wave and microwave communications have formed a telecommunications network linking all parts of the world. By the end of 2002, rate of telephone user covers 12% of whole population in Hunan. The whole public telephone switching system contains 7.9502 million line/units, with 5,982,100 mobile phone users, 1,267,000 of users of Internet. Hunan has built seven modern telecommunications networks, i.e. long distance digital transmission network. SPC telephone network, mobile telephone network, wireless paging network, conference television & telephone network, numeric data network and speech sounds information service network. International and domestic direct dialing telephone service is available in all of Hunan's cities and counties.
4. Urban Construction
Hunan has 29 cities, 1097 towns, with the urbanization rate accounting for 32%. The city and town frame system is progressively formed. The daily water supply for the urban cities totals 5.2311 tons. The tap water popularization of the cities has achieved 82.03%, and gasification 57.35%. The road area per capita is 6.06 square meters and sewage treatment rate is 22.05%, and the rubbish and fecal sewage harmless treatment is 24.35% with all technical indexes ranking at the middle level in China, boasting much room for investment and construction. 6. Land Use and Administration Fee
(1) Administrative Fee for Land Requisition: For the use of land involving in the construction of resident house in full contract with requisition for lump-sum cultivated land over 66.67 ha (1000 Chinese mu) and non-cultivated land over 133,34 ha (2000 Chinese mu), the administrative fee levied shall not be higher than 2.1% of the total payment for the land requisition. For the cultivated land in lump-sum requisition less than 66.67 ha. and non-cultivated land less than 133,34ha, the administrative fee levied shall be 2.8% of the total payment for the land requisition. In case of the land requisition in semi-contract with lump sum requisition for cultivated land over 66,67 ha (1000 Chinese mu) and non-cultivated land over 133,34 ha (2000 Chinese mu), the administrative fee levied shall be 1.4% of the total payment. 7. Quarantine & Inspection Fee
In accordance with the ¡°Circular Concerning Measures and Standards of Fee Collection for Inspection & Appraisal of Import & Export Commodities promulgated by the State Planning Commission and the Ministry of Finance¡±, ¡°Administrative Measures on Fee Collection for Inspection & Quarantine of Imp. & Exp. Animals & Plants promulgated by the State Planning Commission and the Ministry of Finance¡±, and ¡°Circular Concerning Administrative Measures and Standards of Fee Collection for Border Quarantine promulgated by the State Planning Commission and the Ministry of Finance¡±, the inspection and quarantine fee shall be levied in a ratio of two thirds of the standards.
III. Development Target:
From 2001 to 2005 Hunan will adopt the speed development as the theme, the structure adjustment as the principle outline, the reform and opening up and hi-tech progress as the motive power. The Province will improve people¡¯s living standard as the basic start point, speed up industrialization, urbanization and information process, quicken up the linking and compromising with the world economy, upgrade national economic integrate quality and competitive force, build up the overall well-to-do society and promote such large agriculture province striding for a reinforced province in economy. The expected principal target for economic and social development is that the average annual economic increase ratio is 9% within 5 years. By 2005 GDP will hit RMB 568 billion, annual income per capital RMB 8460, total financial income RMB 50 billion. The proportions of its primary, secondary and tertiary industries are adjusted at 16:42:42 respectively. The social commodity consumption retail volume will amount to RMB 220 billion yuan. The fixed-assets investment of the whole society within 5 years will amount to RMB 730 billion yuan, and the Imp. & Exp. volume will hit USD 17.3 billion. The average budgeting per-capita income of urban and rural residents will be RMB 8320 and RMB 2740 yuan respectively. The laid-off rates of city and town residents will be controlled in a rate of 5%. The stability of overall price level will be remained.
For further quickening up adjustment of industrial restructuring. In agriculture it shall carry out three projects such as quality breeding, industrialization and infrastructure, and upgrade overall farming products quality and improve farmers¡¯ production condition. In industry it shall speed up the renovation and recombination for the relatively priority industries including the trades of smelting, machinery, petrochemicals, foodstuff, medicines, building materials, light industrial products and textiles. The system creation technical upgrading and other means shall be adopted to expand the development scale and improve technological content. In high-tech industry it shall cultivate and strengthen the industries such as electronics and information, new materials, bioengineering, advanced manufacture techniques, and shall drive and improve the industries to optimize the upgrading. In service trade it shall adjust and promote commercial industry, cultivate and strengthen financial field, quicken up tourism development, actively develop real estate, energetically exploit cultural industries.
For further strengthening infrastructure construction. In water conservancy the Dongting Lake shall be tackled in a comprehensive way, the four rivers (Xiang, Zi, Yuan, Li) shall also be brought under control. Large and medium sized reservoir in danger shall be reinforced with the dangers dispelled. The potential of existing irrigation facilities shall be tapped with the accessories well-equipped. By 2005, the main flood control dike of Dongting Lake shall meet the designed flood control standard planned for Yangtze River Valley. For energy industry Hunan is planned to newly increase installed generating capacity of 3 million KW and strengthen the urban and rural power network construction and innovation, achieving the coordinated development of generating, transmission and distribution. Hunan will implement the project for conveying natural gas from Sichuan to Hunan acting in concert with State Project of conveying gas from west to east, with annual gas utilization exceeding 1.57 billion cubic meters. For telecommunications. Hunan will speed up the construction of high speed information net platform and the capacity expansion of global digital mobile telecom to adapt for the development tendency of information. By 2005 the program controlled telephone Switching System will amount to 13.27million line/units, with 10.13million of mobile phone user. In environment protection Hunan will quicken up the pace to turn the cultivated land into forest and lake area, and carry out the natural forest protection and soil erection prevention and control, and give stress to the comprehensive treatment for Dongting Lake area and Xiangjiang Valley water pollution. By 2005 the whole province forest cover rate will hit 54%.
For further speeding up the urbanization process, Changsha, Zhuzhou and Xiangtan cities integration will be developed in an extraordinary way. At present Changsha, Zhuzhou and Xiangtan total economic volume accounts for one third of the province¡¯s total. Next 5 years will see an economic and scenic belt built along the Xiangjiang River, integrated with hi-tech industries, commercial trade and finance, high-grade residence building, tour and recreation facilities, taking 1200km2 of area as the core along the Xiangjiang River. The 3 cities will become an important metropolis in central part of China through our efforts. Meanwhile, the construction of regional central cities and small towns will be at a high speed. It is planned the urbanization level of the whole province will reach 36% by 2005
