ON THE 2006 NATIONAL ECONOMIC AND SOCIAL DEVELOPMENT

In 2006under the correct leadership of Hunan Provincial Committee of CPC and the Government, people all over the province adhered to the scientific approach to the economic and social development, carefully carried out various macro-control measures issued by the central government, strengthened the “Three Base”, pushed on new type of industrialization, promoted the building of a new socialist countryside and strived to construct a harmonious society. National economy, the quality and efficiency of which were remarkably improved, developed fast yet steady. The energy of economy was ever growing, the living standard of people was further improved and the social affairs were developed in an all-round way. So, the eleventh Five-Year plan of Hunan Province was made a good start.

 

I. General Outlook

 

Economic growth was fast yet steady. In 2006, the Gross Domestic Product of the province was 749.32 billion yuan, up by 12.1% over the previous year. The GDP growth rate is 0.5 percentage point higher than last year. Of this total, the value-added of the primary industry was 133.13 billion yuan, up by 4.8%. The value-added of the secondary industry was 312.35 billion yuan, up by 15.5%. The value-added of the tertiary industry was 303.84 billion yuan, up by 12.4%. The per-capita GDP at permanent residents reached 11830 yuan, up by 10.5%. The GDP growth rate of the first quarter was 12%; the former 2 quarters, 12.2%; and the former 3 quarters, 12%. It has been above 11% for 12 quarters. The amplitude of GDP growth rate was small. Economic benefit of enterprise improved. The total profits of industrial enterprises above designated size after balancing out between deficits and surpluses was 26.48 billion yuan, up by 39.4%. Government revenue increased quickly. The total government revenue was 89.12 billion yuan, up by 19.3%. Of that, the local government revenue was 47.53 billion yuan, up by 20.3%.

The structure of economy continued to improve. In 2006, the structure of the GDP was 17.8:41.7:40.5, promoted from 19.6:39.9:40.5 when in 2005. Of that, the ration of the secondary industry accounted for the GDP of the province was improved 1.8 percentage points. Investment in restrained sectors was effectively controlled. For instance, the investment in steel, motor vehicles and electrolytic aluminum declined 8.5%, 7.3% and 62.7% respectively. Investment in Infrastructure and basic industry was strengthened. The investment in traffic was 29.0 billion yuan, up by 63.5%, which was 41 percentage points higher than the previous year. And the investment growth in new and high technology Industry was 29.4 percentage points higher than the previous year. A new approach to industrialization was taken steadily. The ration of the value-added of industrial sector accounted for the GDP was 2 percentage points higher over the previous year. The ration of the value-added of industrial enterprises above designated size accounted for the total value-added of the industrial sector was 0.7 percentage points higher. The ration of the value-added of new and high technology industry accounted for the GDP was 0.7 percentage points higher. The growth of the industry in park was 5.9 percentage points faster than the average. The value-added of non-state-owned economy that was 403.48 billion yuan, accounted for 53.8% of the GDP, rose by 3.6 percentage points higher over the previous year. The investment in non-state-owned economy was 203.69 billion yuan, up by 30.3%. It accounted for 62.8% of the completed investment and rose by 1.8 percentage points higher over the previous year. 

The region economy developed in harmony. The competitive region stimulated the development of surrounding areas. The GDP of Changsha and Zhuzhou and Xiangtan was 281.8 billion yuan, up by 14.1% or 2 percentage points higher over the province average. The GDP of “One point and one line” region was 477.01 billion yuan, up by 12.9%. The GDP of Western Region of Hunan was 81.42 billion yuan, up by 11.4%. The GDP of the ‘”3+5” area was 564.5 billion yuan, up by 13.2%.

 Market prices remained stable. The general level of consumer prices in Hunan was up by 1.4% over the previous year. The retail prices of commodities were up by 1.3%. The producer prices of farm products were up by 0.7%. The prices of means of agricultural production were up by 0.7%. The producer prices for manufactured goods increased by 4.3%. The purchasing prices for raw materials, fuels and power went up by 6.5%. The prices for investment in fixed assets were up by 3.1%.

Steady progress was made in building a harmonious society. All 23 projects in eight practical things have been finished, 18 of which have been overfilled. The newly-added employed people in urban areas was 0.626 million. The re-employed people of laid-off workers was 0.346 million. The number of people participating in basic pension programs increased 0.53 million. The number of people participating in basic health insurance programs increased 0.548 million. The number of people participating in work accident insurance programs increased 0.539 million. The floor space of newly built urban low-cost houses was 1.171 million square meters. The floor space of newly built urban cheap renting houses for the lowest income groups was 0.147 million square meters. 321 old-age homes in rural areas have been newly built or expanded, which 12.3 thousand people enjoying the five guarantees lived in. By the end of the year, a system of basic cost of living allowances for rural residents has been established in 98 counties (county-level cities and city districts). 0.559 billion yuan (including cash and commodity) in relief funds has been allocated to help disaster victims get back on their feet. 434 primary and secondary boarding schools in rural areas have been newly built. The policy measures for rural education, that poor students would be exempted tuition and textbook fee and get living allowances, have been fully implemented.  611 rural health care centers have been newly built or expanded. The number of rural migrant workers in cities and towns was 1.455 million, and their labor income was 76.131 billion yuan, up by 14.2%.

Main problems existing in the economic and social development includes: the extensive mode of economic growth, the difficulties in upgrading the industrial structure, the pressure on saving energy and reducing emission of pollutants, the weak basis for agriculture and rural areas, and the difficulties in further increasing rural incomes.

 

II. Agriculture

 

Agricultural production increased steadily. In 2006, the sown area of grain was 5295.42 thousand hectares, up by 1.5%. Of which, the sown area of rice was 4202.22 thousand hectares, up by 1.1%. The sown area of oil-bearing crops was 920.23 thousand hectares, up by 2.7%. The sown area of cotton was 135.61 thousand hectares, up by 1.9%. The sown area of vegetables was 1048.91 thousand hectares, up by 5.2%. The total output of grain amounted to 29.01 million tones, up by 1.6%. Of which, the output of rice was 25.14 million tons, up by 1.2%. The number of slaughtered fattened hogs amounted to 77.01 million heads, up by 2.7%. The number of slaughtered fowls was 604.47 million feathers, up by 5.5%. The total output of aquatic products was 1.907 million tons, up by 6.4%.

New changes have been brought to the structure of agriculture. The output value of grain accounted for 42.9% of the output value of farming, a drop of 2.5 percentage point over that of the previous year. And cotton accounted for 3.4%, a drop of 0.1 percentage point. The ration of oil-bearing crops and vegetables was 4.2% and 32%, increased by 0.8 and 1.5 percentage point respectively. The output value of hogs accounted for 71.3% of the output value of animal husbandry, a drop of 2.2 percentage point. The ration of poultry was 21.6%, increased by 1.2 percentage point. The ration of grazing animals (cattle, sheep and goats) was 5.7%, increased by 0.4 percentage point. The 166 state and province-level chief enterprises achieved sales revenue 47.5 billion yuan and gained pretax profits 2.1 billion yuan, increased by 15.1% and 15.3% respectively.

The general production capacity was further promoted. 6.527 billion yuan was used in water conservancy facilities. The areas of controlling soil erosion reached 27 thousand square kilometers. 12.6 thousand hectares of land were converted into farmland with effective irrigation system, another 9.2 thousand hectares of land were guaranteed by water-saving irrigation system. The total power of agricultural machinery reached 34.13 million kilowatt, up by 7%.

Steady progress was made in building a new socialist countryside. The investment in rural areas was 45.71 billion yuan, up by 27%. The fiscal fund for assisting agriculture was 8.74 billion yuan, up by 21.5%. The project of “1000 demonstration villages” has been fully launched. The construction programs in 1211 demonstration villages have been drawn up. 172 drinking water projects were completed, helping 21.3 thousand rural people acquire safe drinking water. 159.3 thousand methane tanks in the countryside were newly built. 1909 kilometer highways from town to county and 22255 kilometer highways reaching villages were newly built. 909 administrative villages newly got telephone service.

 

III. Industry and Construction

 

Industrial production increased steadily. In 2006, the total value-added of the industrial sector was 266.78 billion yuan, up by 16.8% over the previous year. The value-added of the industrial enterprises above designated size was 200.32 billion yuan, up by 20.1%. Of which, the value-added of the light industry was 69.33 billion yuan, up by 18.4%; the value-added of the heavy industry was 130.99 billion yuan, up by 21.1%. Advantaged industries increased continuously. The value-added of “10 advantaged industries” was 150.89 billion yuan, up by 14.9%, leading the industrial enterprises above designated size increase 14.9 percentage points. The contribution to the growth of value-added of the industrial enterprises above designated size reached 73.9%. There were 1043 industrial enterprises above designated size in the industrial parks, an increase of 184 enterprises. The value-adder of them was 44.77 billion yuan, up by 26%. The output value of new products was 56.46 billion yuan, up by 19.4%. The value-added of the smelting and pressing of ferrous metals was up 24.1%; that of manufacture of non-metallic mineral products was up 19.8%; that of manufacture of raw chemical materials and chemical products was 19%; that of smelting and pressing of nonferrous metals was up 16.3%; and that of manufacture of transport equipment was up by 14.9%.

Output of Major Industrial Products increased steadily. The total output of primary energy by the industrial enterprises above designated size reached 32.18 million tons of standard coal equivalents, up by 9.2%. The output of coal was 40.98 million tons, up by 9.4%. The electricity generated was 70.12 billion kilowatt-hours, up by 12.7%. The output of steel was 11513.8 thousand tons, up by 21.5%. That of ten kinds of nonferrous metals was 1429 thousand tons, up by 15.5%. That of cement was 43754.9 thousand tons, up by 22.1%. The production of motor vehicles reached 100.7 thousand, up by 11%. The rice processed was 2051.5 thousand tons, up by 48.2%. The feedstuff mixed was 4073.4 thousand tons, up by 19.4%. The output of yarn was 360.2 thousand tons, up by 28.1%. That of cigarettes was 144.35 billion pieces, up by 3.5%. That of machine-made paper and paper boards was 2142.4 thousand tons, up by 19.1%.
