In 2005,under the correct leadership of Hunan Provincial committee of CPC and the Government, people all over the province implemented the scientific concept of development strategy , spared no efforts in constructing human society, pushed on the progress of agricultural industrialization, industrialization and urbanization, and accurluted the speed of reform and opening. National economy kept steady and healthy development with new headways in adjustment of economy structure and promptment of industry. The quality and efficiency of ecomony was steadily improved with further strengthened vitality. The social affairs developed in an all-round way, and the living standard of people was further improved.
I. General Outlook
National economy kept steady and healthy development. In 2005, the Gross Domestic Product of the province was 647.36billion yuan, increased by 11.6 percent over the previous year, the economy entered the period of steady development. Of this total, the value-added of the primary industry was 125.50 billion yuan, up by 5.47percent; the value-added of the secondary industry was 260.46 billion yuan, having a increase of 13.9 percent; and that of tertiary industry was 261.41 billion yuan, having increased 11.8 percent. The per-capita GDP at permanent residents reached 10366 yuan.
New changes haven brought to the structure of economy. In 2005, the structure of the GDP was 20.6:39.5:39.9. The ration of the value-added of the primary industry accounted for the GDP of the province was 1.1 percentage points lower over the previous year; the secondary industry was 1.4 percentage points higher, of which the industrial sectors was 1.7 percentage points higher. The ration of the value-added of high- tech enterprises accounted for the GDP was 7.3 percent, 0.4 percentage points higher over the previous year. The ration of the value-added of industrial enterprises above designated size accounted for the total value-added of the industrial sector was 1.7 percentage points higher over the previous year. The value-added of “10 advantaged industries” accounted for 76.5 percent of the industrial enterprises above designated size. The ration of the value-added of industrial enterprises for farm products accounted for industrial enterprises above designated size was 29.7 percent. The urbanization ratio was 37.0 percent, rose by 1.5 percentage points higher over the previous year. The value-added of non-state-owned economy was 323.09 billion yuan, accounted for 49.9 percent of the GDP, rose by 3.3 percentage points higher over the previous year.
The region economy developed in harmony. The GDP of “One point and one line” region was 410.83 billion yuan, up by 13.2 percent or 1.6 percentage points higher over the province, accounted for 63.5 percent of the province. The Gross Domestic Product of Changsha and Zhuzhou and Xiangtan was 241.26 billion yuan, up by 124.0 percent or 2.4 percentage points higher over the province. The GDP of Western Region of Hunan was 73.37 billion yuan, increased by 11.4 percent or 0.6 percentage points higher over the previous year. The growth of economy of country region was accuralted.
The general prices level decreased . The general level of consumer prices in Hunan of the year was up by 2.3 percent over the previous year, or 2.8 percentage points lower over the previous year. The general retail price of commodities was up by 2.3 percent, or 1.6 percentage points lower over the previous year. The producers' price index for farm products was down by 0.5 percent, in contrast with last year’ increase of 27.3 percent. The price index for agriculture was up by 11.2 percent, or 0.9 percentage points lower over the previous year. The purchasing price index for raw materials, fuels and power was increased by 9.4 percent, or 5 percentage points lower over the previous year. The price index for investment in fixed assets was up by 3.6 percent, or 1.9 percentage points lower over the previous year.
The situation of the work on employment was strengthened. At the end of year, the employed people was 38.02 million, increased by 1.5 percent. The number of countryside labor worked outside the rural areas was 9.1923million, increased by 6.8 percent. The newly-added employed people in urban areas was 0.58 million. The re-employed people of laid-off workers was 0.342 million. At the end of year,the urban unemployment ratio through unemployment registration was 4.3 percent.
Main problems that existed in the economic and social development included: the difficulties in keeping the growth of rural household income, the unstable basis for agriculture; the still un-healthly manner in the growth of economy; the increasing pressure on resources and environment, etc.
II. Agriculture
The grain yield regained growth, the output of main farm products kept high leavel. In 2005, the total output of grain amounted to 28.57 million tones, up by 1.7 percent. Of which, the output of rice was 24.85 million tons, up by 1.8 percent. The number of slaughtered fattened hogs amounted to 75.01 million heads, up by 6.6 percent. The number of slaughtered beef cattle was 2.06 million heads, up by 11.6 percent. The number of slaughtered sheep and goats was 8.42 million heads, increased by 6.5 percent. The number of slaughtered fowles was 573.19 million feathers, increased by 4.5 percent. The total output of meat for the year reached 6.30 million tons, up by 5.7 percent. The output of cow milk was 0.07 million tons, up by 3.8 percent. The output of poultry and eggs was 0.92 million tons, up by 4.5 percent. The total output of aquatic products was 1.79 million tons, up by 7.2 percent.

New changes have been brought to the structure of agriculture and the progress of agricultural industrialization was pushed steadily. In 2005, the sown areas of grain was 5.22 million hectares, up by 2.6 percent. Of which, the sown areas of rice was 4.12 million hectares, up by 3.1 percent.The sown areas of high quality rice covered 53.6 percent of that of the rice; it was 5.4 percentage points higher over the previous year. The sown areas of oil-bearing crops was 898.3 thousand hectares, increased by 2.4 percent. The sown areas of cotton was 133.1 thousand hectares, decreased by 6.4 percent . The sown areas of vegetables was 994.9 thousand hectares, increased by 3.4 percent. The regional dplotment of agriculture was improved, and the coverage of chief enterprises was widened. The ten advantaged farm products industries areas including orange , high quality rice and etc and the major five industry chairs including grain oil cotton , meat milk aquatic products and etc have formed initially. The 166 state and province-level chief enterprises achieved sales revenue 41.3 billion yuan and gained per-tax profits 1.82 billion yuan, increased 15.1 percent and 13.7 percent respectively.
The construction of rural infrastructure facilities was improved continually and the general production capacity was further prompted. In 2005, 554 thousand water conservancy projects were started working, 5.02 billion yuan was invested, and 0.54 billion earth-stone cubic metres was finished. The areas of controlling soil erosion reached 965 square kilometers. Over 7,000 hectares of land were converted into farmland with effective irrigation system, another 9,000 hectares of land were guaranteed by water-saving irrigation system. The total power of agricultural machinery reached 31.90 million kw, up by 9.1 percent. The usage of chemical fertilizers (100 percent equivalent) reached 2.10 million tons, up by 3.3 percent. In 2005, 1069 drinking water projects were constructed, solving 0.121 million people the difficulty in drinking water. The 133.4 thousnd methane tanks in the countryside were newly build. The finished, newly constructed and transformation highways reaching countryside was 2230 Kilometer; the fulfilled highways reaching villanges was 6762 Kilometer.
New progress was gained in helping people out of poverty. In 2005, the fund in helping people out of poverty reached 0.77 billion yuan, and 0.2 million people have solved the problem of adequate food and clothing and acrossed the line of low income.
III. Industry and Construction
Fast growth was registered in industrial production. In 2005, the total value-added of the industrial sector was 219.99 billion yuan, up by 15.3 percent over the previous year. The value-added of the industrial enterprises above designated size was 153.59 billion yuan, increased by 20.6 percent. Of which, the value-added of “10 advantaged industries” (including equipment manufacturing, steel and colored, and etc) was 117.46 billion yuan, up by 21.0 percent, leading the industria enterprises above designated size increase 17.7 percentage points. The contribution of “10 typified advantaged industries” to the growth of value-added of the industrial enterprises above designated size reached 78.1 percent.

Energy production and production of major raw materials speeded up. The total output of primary energy reached 28.94 million tons of standard coal equivalent, it was up by 17.6 percent over the previous year. The electricity generated for the whole year was 63.03 billion kilowatt-hours, up by 4.4 percent. The output of coal was 36.47 million tons, up by 10.1 percent. The value-added of the smelting and pressing of ferrous metals was up 27.6 percent over the previous year; that of the nonferrous metals was up 22.0 percent; that of the raw chemical materials and chemical products and that of non-metal mineral products was up 21.8 and 24.2 percent respectively. Among major raw material products, the output of crude steel stood at 9.75 million tons, up by 22.7 percent; that of rolled steel was 9.61 million tons, up by 19.4 percent.; that of Soda ash increased 47.1 percent; that of sulfuric acid increased 10.1 percent; that of cement increased 9.0 percent.

Production and marketing linked tightly, the economic efficiency of the enterprises continued improvement. The sales ratio of industrial enterprises above designated size was 99.57 percent. The index of comprehensive economic benefit in the industrial enterprises above designated size was 165.17 percent, or 16.06 percentage points higher over the previous year. The total profits of industrial enterprises above designated size after balancing out between deficits and surpluses was 18.82 billion yuan, up by 22.0 percent; the gained per-tax profits was 54.56 billion yuan, up by 21.4 percent. The newly-added profits of the six industries including tobacco product, nonferrous metals extract and washing , smelting and pressing of nonferrous metals, raw chemical materials and chemical products, coal extract and washing and farm products processing was 3.82 billion yuan, accounted for 68.5 percent of that of industrial enterprises above designated size. The six industries′contribution to the profit of industrial enterprises above designated size was prominent.

The construction enterprises developed quickly. The value-added of construction enterprises was 40.47 billion yuan, up by 6.0 percent over the previous year. The profits made by construction enterprises with qualification certificates through general contracts and specialized contracts reached 2.16 billion yuan, up by 25.8 percent. The floor space of building under construction was 135.08 million square meters, up by 17.9 percent. The floor space of building completed 59.30 million square meters, up by 13.1 percent.
IV. Investment in Fixed Assets
Investment in fixed assets increased continuously. In 2005, the completed investment in fixed assets reached 254.01 billiion yuan, up by 28.2 percent , or 0.9 percentage points higher over the previous year. Of which, the locality item reached 233.46 billiion yuan, up by 28.2 percent; the nationality item reached 20.55 billion yuan, up by 36.4 percent. Under the investment in urban areas, the construction items were 12094, the completed items were 5836, increased by 28.8 percent and 44.6 percent respectively.
The investment of non-state-owned units increased rapidly. The investment of non-state-owned units was 157.09 billion yuan, up by 38.5 percent,or 24.1 percentage points higher over the investment of state-owned units. The investment of non-state-owned units accounted for 61.8 percent of the completed investment in fixed assets, or 4.5 percentage points higher over the previous year. Of which, the investment of the rest limited liability corporation increased by 73.8 percent, the investment of private-owned nuits increased by 59.5 percent; the investment in real estate, manufacturing industry and capital construction acconnted for 36.3 percent, 32.3 percent and 13.6 percent..

The investment in industry increased continuously. Among the investment in urban areas, the major industry investment items in which the planned total investment was above 5000 million yuan were 694. Of which, the newly start working items the same year were 352, the entirely or partly founded and put into production items were 113. The total investment in industry was 79.54 billion yuan, up by 39.3 percent, or 11.1 percentage points higher over the completed investment in fixed assets; accounted the completed investment in fixed assets for 31.3 percent, or 2.5 percentage points higher over the previous year. Among the investment in industry, the investment in technical updating and transformation was 48.11 billion yuan, increased by 36.6 percent. According to the industries, the mining and quarrying investment was 4.36 billion yuan, up by 93.2 percent; the manufacturing investment was 52.46 billion yuan, up by 26.8 percent; the electric, gas and water producing and suppling investment was 22.72 billion yuan, up by 68.6 percent.
The investment in capital construction increased . The investment in capital construction including traffic, electric power, communicate, circumstance protect, irrigation works and etc was 65.57 billion yuan, up by 46.5 percent. The ration of the investment in capital construction accounted for the investment in urban areas was 3.4 percentage points higher over the previous year. Of which, the investment in gas producing and suppling up by 99.3 percent, the investment in electric power producing and suppling up by 74.0 percent, the investment in commonality establishment management up by 64.2 percent, the investment in telecom and information transfers servings else up by 33.8 percent, the investment in traffic carrying trade up by 24.4 percent, the investment in irrigation works management up by 24.2 percent, the investment in sewerage disposal and regeneration utilize up by 22.9 percent and the investment in circumstance protect up by 14.6 percent. The power generating capacity was 1470 10,000kw and the newly generating capacity was 50 10,000kw; the speedways was 1403 Kilometer and the newly constructed was 185 Kilomete; the capacity of daily disposal sewer was 1344 thousand tons, the newly added capacity was 80 thousand tons.
The real estate market was under control. In 2005, the investment in real estate development was 44.76 billion yuan, up by 33.7 percent, or 11.9 percentage points lower over the previous year. The constructing floor space, completed floor space and saled floor space of commercial building increased by 21.2 percent, 4.2 percent and 14.8 percent respectively; or 9.4 percentage points, 23.5 percentage points and 25.3 percentage points lower over the previous year respectively. The completed ground exploiture floor space decreased by 18.2 percent.
The major construction projects develop well. The investment fulfilled by the 61 major construction projects in process have reached 50.7 billion Yuan , with a growth rate of 29.4%. Of which, the investment in industry development, capital construction and social development accounted for 22.9 percent, 68.5 percent and 8.6 percent respectively.
V. Domestic Trade
The sales flourished in commodity marketings farther. In 2005, the total retail sales of consumer goods reached 245.91 billion yuan, up by 14.4 percent over the previous year, or 0.4 percentage points higher over the provious year. Of this total, the retail sales of consumer goods in urban areas reached 137.14 billion yuan, up by 15.3 percent; the retail sales of consumer goods at and below county level was 108.77 billion yuan, up by 12.9 percent. In terms of different sectors, the sales of the wholesale and retail industry reached 210.45 billion yuan, up by 13.9 percent, the sales of the catering industry was 31.74 billion yuan, up by 19.3 percent, and the sales of other industries was 3.72 billion yuan, up by 2.7 percent.
The market share of wholesale and retail enterprises above designated size increased more and more large. In 2005, the retail sales by wholesale and retail enterprises above designated size was 44.41 billion yuan, up by 21.7 percent over previous year, accounted for 21.1 percent of the total retail sales by trade enterprises, or 4.2 percentage points higher over previous year. Of which, the retail sales of foodstuff, beverage, tobacco and alcohol was 6.13 billion yuan, up by 15.6 percent; the retail sales of dress, shoes, cap and dry goods was 3.72 billion yuan, up by 19.8 percent; the retail sales of automobile was 7.94 billion yuan, up by 30.3 percent; the retail sales of communication equipment was 0.57 billion yuan, up by 43.4 percent; the retail sales of gym and entertainment things was 0.41 billion yuan, up by 45.6 percent; the retail sales of culture and handle official business things was 1.24 billion yuan, up by 24.9 percent; the retail sales of petroleum and goods was 11.34 billion yuan, up by 38.5 percent.
The multiple shop and the large market of commodity trade developed quickly. The multiple shop above designated size owned 1304 stores, increased by 32.5 percent; the area of business was 1506.6 thousand square meter, increased by 28.9 percent; the retail sales was 11.42 billion yuan, increased by 42.2 percent. The 134 markets of commodity trade that sales over one hundred million yuan reached the volume of business 85.64 billion yuan, up by 24.3 percent. Of which, the volume of business of foodstuff, beverage, tobacco and alcohol, dress, shoes and cap, architecture and upholster materials, household eletricity equipment and sound picture goods was 20.38 billion yuan, 14.28 billion yuan, 10.52 billion yuan and 7.06 billion yuan.

VI. Foreign Economic Relations and Tourism
The New foreign trade was extended continuasely. In 2005, the total volume of export and import amounted to 6.01 billion US dollars, up by 10.4 percent over the previous year. Of which, the export value was 3.75 billion US dollars, up by 20.9 percent. According to trade manner, the volume of export and import of general trade was 5.28 billion US dollars, up by 11.9 percent; the volume of export and import of processing trade was 0.58 billion US dollars, up by 5.9 percent. By the types of enterprises, the export and import of the state-owned corporations was 3.19 billion US dollars, increased by 1.7 percent; the export and import of private enterprises reached 1.30 billion US dollars, up by 36.3 percent; the export and import of foreign investment enterprises was 1.30 billion US dollars, up by 19.7 percent.

New progress was gained in utilization of foreign capitals. There was 729 foreign invested enterprises newly approved; the contracted foreign capitals through foreign direct investment stood at 4.24 billion US dollars, up by 62.8 percent; the actually utilized foreign capitals reached 2.33 billion US dollars, up by 42.5 percent, of which, the foreign capitals through foreign direct investment stood at 2.07 billion US dollars, up by 46.1 percent. At the end of 2005, there were 38 foreign invested enterprises who stood as the 500 strongest companies in the world invested in Hunan. The actually utilized capitals out of the province and inside China was 70.23 billion yuan, increased 37.6 percent.
Rapid growth was made in foreign economic and technical cooperation. In 2005, the value involved in the new contracts signed through contracted projects, labor contracts and design and consultancy servinces reached 865 million US dollars, up by 40.8 percent; the accomplished business revenue was 559 million US dollars, up 20.9 percent; the labour service population dispatched out of the country reached 10300, had an increase of 59.0 percent.
Tourism maintained steadily growth. The year 2005 saw 71 million domestic tourists and the income of domestic tourism reached 42.12 billion yuan, up by 10.4 percent and 21.9 percent respectivey; a total of 0.72 million international visitors came to Hunan for tourist and foreign exchange earnings from international tourism topped 0.39 billion US dollars, up by 30.1 percent and 24.6 percent respectivey; the total income of tourism reached 45.36 billion yuan, up by 22.1 percent.
VII. Transportation, Post and Telecommunications
The transportation developed steadily. In 2005, the total volume of cargo transported by various means was 165.71 billion ton-kilometers, up by 7.3 percent over the previous year, the volume of passenger transportation was 102.35 billion person-kilometers, an increase of 5.3 percent.

The posts and telecommunication developed quickly. The business transactions of postal and telecommunication services in 2005 totaled 36.88 billion yuan, up by 36.4 percent over the previous year. Of this total, telecommunication services accounted for 34.65 billion yuan, up by 38.0 percent. By the end of 2005, telephone subscribers numbered 12.15 million, had an increase of 1.28 million; mobile telephone users numbered 12.49 million, had an increase of 2.26 million; the total number of telephone subscribers and mobile telephone users was 24.64 million, had an increase of 3.54 million. There were 36.7 telephones per 100 persons in this province, of which, there were 18.6 mobile telephone users per 100 persons, up 5.2 percentage points higher over the previous year and 3.3 percentage points higher over the previous year respectivey. The user of Internet reached 2.31 million.
VIII. Banking, Security and Insurance
The finance ran calmily. By the end of 2005, the savings deposit in Renminbi and foreign exchange in all financial institutions totaled 658.95 billion yuan, creating an increase of 94.54 billion yuan over the beginning of the year. Of this total, the savings deposits by urban and rural residents reached 415.37 billion yuan, creating an increase of 59.7 billion yuan; the savings deposits by enterprises was 157.28 billion yuan, creating an increase of 17.9 billion yuan. The year-end value of loans in Renminbi and foreign exchange in all financial institutions stood at 459.00 billion yuan, creating an increase of 54.23 billion yuan during this year. Of which, the long-term and medium-term loans accounted for 212.79 billion yuan, creating an increase of 36.82 billion yuan during this year; the consume loans by individual accounted for 31.69 billion yuan, creating an increase of 2.97 billion yuan during this year; the real estate loans accounted for 48.49 billion yuan, creating an increase of 7.73 billion yuan during this year.

Activeily effects was gained in the securities and futures market. At the end of the year, the number of internal listed companies in Hunan rose to 45, the number of external listed companies rose to 3, an increase of 1 listed companies. In 2005, funds rose directively through the capital market were 1.8 billion yuan. In 2005, the volum of business of the securities amounted to 128.8 billion yuan and the volum of business of the four futures companies amounted to 173.8 billion yuan.
The insurance industry gained further development. The insurance premium of all the insurance organs of the province reached 12.72 billion yuan, up 10.0 percent over the previous year. Of this total, the premium of property insurance was 2.95 billion yuan, up by 19.2 percent; the premium from health and unforeseen accident insurance was 9.76 billion yuan, up by 7.5 percent. The compensation payment reached 2.95 billion yuan, up by 7.3 percent. Of which, the compensation payment of property insurance was 1.82 billion yuan, up by 24.4 percent ; the compensation payment from health and unforeseen accident insurance was 1.13 billion yuan, decreased by 12.1 percent.
Ⅸ. Science, Technology and Education
The science and technology developed continually. In 2005, a total of 1036 scientific research results were achieved, 15 fruitful results of science and technology gained science and technoiogy encouragement award by state and 146 fruitful results of science and technology gained science and technoiogy progress award by HUNNAN province. A total of 19,437 technology transfer contracts were signed, involving a transaction value of 4.17 billion yuan. Some of 8,763 patent applications were received, of while, 3,659 patents were authorized. The value-added of high- tech enterprises was 47.29 billion yuan, with an increase of 21.8 percent. Of which, the value-added of high- tech enterprises engaged in new material was 17.98 billion yuan, with an increase of 40.4 percent; the value-added of high- tech enterprises engaged in new energy and high effectily saving energy was 1.65 billion yuan, with an increase of 37.8 percent. The expendunt of R&D was 4.5 billion yuan, up by 21.5 perecnt, accounted for 0.7 percent of GDP.
Eduction developed in an all-round way. The popularization nine years compulsory education was accomplished entirely, the enrollment rate of primary-school-age children was 99.0 percent, the entrance rate of graduate students was 99.6 percent; the enrollment rate of the ordinary junior middle school-age children was 96.8 percent, the holding rate of triennium was 89.9 percent.
The senior high school education developed quickily, there were 2025.2 thousand enrolled students, having increased by 10.1 percent. The common higher education entered the original phase in an popular style, there were 93 general universities in Hunan, having an increase of 12 universities over the previous year. There were 250.8 thousand new entrants by the end of the year, having increased by 21.3 percent; there were 754.9 thousand enrolled students, having increased by 18.1 percent; the enrolled postgraduants were 32.68 thousand, having increased by 25.3 percent.. By the end of 2005, there were 11 radio broadcasting stations, 25 medium and short wave radio transmitting and relaying stations. The through out Hunan brought radio programs to 82.47 percent of the total population, having increased 0.49 percentage points higher over the previous year. There were 15 TV stations. The through out Hunan brought TV programs to 92.42 percent of the total population, having increased 0.39 percentage points higher over the previous year . The users of CATV were 4194.6 thousands, increased 112.7 thousands over the last year.
The income of sell of the industry of publication and issue was 13.4 billion yuan, and the total amount of profit was 1.02 billion yuan. All sorts of books issued 4,192 types; newspaper, 88 types; magazines, 247 types; having an increase of 283, 1 and 12 respectively. All sorts of magazines issued 111 million copies; books, 305 million copies; having an increase of 0.24 and 0.17 million copies.
The development made in medical treatment hygiene and public health work was speeded up. By the end of 2005, there were 4,052 health care institutions in Huan holding 149 thousands beds. There were 230 thousand health workers , including 190 thousand health technician, 80.2 thousand practicing doctors and assistant doctors and 54.8 thousand registered nurses.
Vigorous development was scored in sports. By the end of 2005, there were 29,338 places of sports in Hunan(the standard places of sports were 21,294, the non- standard places of sports were 8,044). Among which, there were 140 gymnasiums, 19,135 sports grounds and 1,884 all sorts of training rooms. The total area was 44735.6 thousand square meter, the per-capita pelestra area 0.67 square meter. In 2005, athletes from Hunan won 6 world champions, 1 Asia champion and 36 country champions. The activities of national Fit-Keeping week were developed extensively, with 19 million enrolled people and 1,460 kinds of items.
Ⅺ. Resources and Environment Protection
New progress was made in the exploration of mineral resources, water resource remained stable. In 2005, some 10 new mineral deposits were discovered through national land and resources surveys and geological surveys. Increased reserves were found for 6 minerals, including 64.1 thousand tons of pencil lead and zinc and 6542 thousand tons of coal. The water resource on per capita basis was 2,105 cubic meters , the annual average precipitation was 1311 millimeters, the large reservoirs in China hold 11.1 billion cubic meters of water at the end of 2005.
The trendency of the shrinking of cultivated land tended to become slow. The year 2005 saw a net reduction of 491.76 hectares of cultivated land. Of which, 2337.46 hectares were converted for ecological preservation, 323.73 hectares were destroyed by disasters, 565.21 hectares were turned to other uses due to the structural adjustment in the agriculture production and another 138.14 hectares turned to other uses due to the other reasons, a total of 3629.98 hectares of cultivated land were used for construction purpose; land reclamation and re-development projects restored 6267.28 hectares of farmland, 235.47 hectares of farmland were restored due to the structural adjustment in the agriculture production and other reasons, the cultivated land used for construction purpose realized the balance of occupied and suppling.
The environment protection was enhanced, and steady progress was made in ecologic environment construction. In 2005,183 smoke/dust control zones were finished, covering an area of 1,238.6 square kilometers, increased by 0.7 percent; and 168 of zones where the noise pollution was controlled within the standard were finished, covering an area of 851.8 square kilometers, increased by 13.9 percent. The all-round monitoring of the rivers, lakes, air and serious pollution area were reinforced continuously. In urban areas, 40.4 percent of waste water was put under centralized processing systems, up by 2.3 percentage points as compared with 2004; 39.6 percent of solid waste from daily life was processed under nontoxic programs, up by 7.1 percentage points as compared with 2004. In 2005, the total afforested area was 149.86 thousand hectares. By the end of 2005, HUNAN had approved the establishment of 92 natural reserves, of which, 9 national natural reserves and 33 province natural reserves. The area of natural reserves totaled 1,097.5 thousand hectares. The forest coverage ratio reached 55.0 percent, up by 0.68 percentage points higher over the previous year.
Ⅻ. Population, People’s Life and Social Security System
The work of family planning was strengthened continually. At the end of 2005, the total population of Hunan was 67.321 million, and had an increase of 344 thousand. Of which, 24.91 million people lived in cities and towns and 42.41 million people lived in rural areas. A crude birth rate was 11.9per thousand, up by 0.01per-thousand-points; the crude death rate was 6.75 per thousand; the natural growth rate was 5.15 per thousand, or 0.06 per-thousand-points higher than that of 2004.
The living standard of people improved continually. In 2005, the annual per capita disposable incomes of urban households was 9,523.97 yuan, having a real increase of 8.2 percent. Of which, the annual per capita net income from wage and stipend was 6,284.79yuan; the annual per capita net income from household business operation was 872.2 yuan, up by 76.6 percent; the transfer income was 2,171.38 yuan, up by 24.5 percent. In 2005, the annual per capita net income of rural households was 3,117.74 yuan, having a real increase of 7.2 percent. Of which, the annual per capita net income from wage and stipend was 1228.79 yuan, increased by 13.7 percent; the annual per capita net income from household business operation was 1713.35 yuan, increased by 6.1 percent; the transfer and property income was 175.6 yuan, increased by 23.7 percent.
The structure of residents consumption had an new change. In 2005, the annual per capita expenditure for consumption of urban households was 7,504.99 yuan, up by 9.0 percent. Of which, the expenditure of urban households for food was 2689.39 yuan, increased 209.81 yuan; the expenditure of urban households for tourism was 189 yuan, increased 6.12 yuan; the expenditure of urban households for purchaseing and constructing house was 756.14 yuan, increased 180.86 yuan. The Engel coefficient of urban households was 35.8 percent, decreased by 0.2 percent. Averagely, every hundred urban families own 1.1 domestic automobiles and 34.94 computers. Per capita municipal residents’ housing area reached 26.2 square meters more 0.81 square meters than last year. The per capita consumption expenditures of rural households were 2756.43 yuan, increased by 8.5 percent. The Engel coefficients for rural households were 52.0 percent, decreased by 1.9 percent. Averagely, every hundred rural families numbered 73.6 color TV sets, 56.2 telephones, and 55 mobile telephones. The rural resident’s per capital housing areas reached 38.38 square meters, up by 5.0 percent.
Social security system was further consolidated. By the end of 2005, 5.29 million staff and workers in urban areas participated in the basic pension programs, increased by 4.5 percent; 1.53 million retirees in corporation participated in the basic pension programs, increased by 5.1 percent; 3.88 million people participated in unemployment insurance programs, having an increase of 2.0 percent; 5.02 million people participated in the basic health programs , having a growth of 5.3 percent. In 2005, 10.1 billion yuan were paid to lay-off workers from the enterprises for maintaining basic life and the urban residents received 1.16 billion yuan of the minimum income relief from governments, increased by 9.8 percent and 15.7 percent respectively.
