Statistical Communique on the National Economy and Social Development of Hunan Province Statistical Bureau 2003

    In 2003, under the correct leadership of Hunan Provincial committee of CPC and the Government, people all over the province dealt steadily with the serious problems and challenges brought about by the sudden outbreak of SARS epidemic and various natural disasters, implemented the important thought of “Three Represents” and the spirit of the 16th National Congress of CPC and the Third Plenary Session of the 16th CPC Central Committee, insisted on prevention and cure of SARS epidemic and economical construction, pushed on agricultural industrialization, industrialization and urbanization further, and developed the opening economy, the personal service economy and the non-state-owned economy. The national economy maintained a continual and rapid development with further improved quality and vitality. The social affairs developed in an all-round way, and the living standard of people was further improved.

    I. General Outlook

   
The national economy increased by fast speed, and inherent vitality was enhanced. According to preliminary estimation and evaluation, the Gross Domestic Product of the province was 463.37 billion yuan, increased by 9.6 percent over the previous year according to comparable prices, representing the highest grow since 1998. Of this total, the value-added of the primary industry was 88.59 billion yuan, up by 3.6 percent; the value-added of the secondary industry was 179.37 billion yuan, having a increase of 12.6 percent; and that of tertiary industry was 195.42 billion yuan, having increased 9.6 percent. The per-capita GDP at permanent residents (who having been in Hunan for more than half a year) reached 7247 yuan. The structure of the GDP was 19.1:38.7:42.2. The value-added of non-state-owned enterprises of the total industrial enterprises above designated size increased 29.5 percent, or 8.8 percentage points higher over the total industrial enterprises above designated size. The investment of the non-state-owned economy increased 24 percent, accounted for 55 percent of the completed investment in fixed assets, 4.1 percentage points higher over the previous year. The newly added private-owned enterprises and registered capital increased 48.4 percent and 56.4 percent respectively. The ratio of interdependent of foreign trade was 6.7 percent, more than 0.7 percentage points over the previous year. In Shenzhen investment negotiation conference, the foreign capital and internal capital registered with the provincial contracts was 2.1 billion dollar and 11.92 billion yuan respectively. The number of countryside labor worked outside the rural areas was 11.99 million, increased by 6 percent, and the total personal service income was 53.9 billion yuan, up by 8 percent.

    A new development was gained in pushing on agricultural industrialization, industrialization and urbanization. Fast growth was registered in industrial production, the gross value-added of industrial sectors increased by 12.6 percent, leaded the growth of economy to increase 4.0 percent point; its contribution to the growth of economy reached 41.4 percent. The index of comprehensive economic benefit in the industrial enterprises above designated size was 121.55 percent, or 11.73 percentage points higher over the previous year. The profits of the industrial enterprises above designated size stood at 10.01 billion yuan, increased by 43.4 percent, the two indices were the best records in the history. Agricultural industrialization was pushed steadily. The sixty state and province-level chief enterprises achieved sales revenue 20.3 billion yuan, increased by 12.8%, and gained per-tax profits 1.24 billion yuan, up by 6%. It has connected bases 866.7 thousand hectares, and covered farms 4 million or more. The major six industry chairs of grain , vegetables, eatable oil , animal、fowls、aquatic and dairy products , tea and fruits , and bamboo、wood、forest and paper products , linking with “company to base to farm” , have formed initially. The market system of farm crops was further improved, and the commodity ratio of farm crops reached 62 percent . New progress was gained in pushing on urbanization. The urbanization ratio was 33.5 percent, rose by 1.5 percentage points higher over the previous year. The Gross Domestic Product of Changsha and Zhuzhou and Xiangtan was 157.84 billion yuan, up by 12.8 percent . The GDP of three cities accounted for 33.2 percent of the province, or 0.4 percentage points higher over the previous year.

    The general prices level increased by small margin. The general level of consumer prices in Hunan of the year was up by 2.4 percent over the previous year. Of this total, the price  for food increased by 5.8 percent; the prices for medical, health and personal articles up by 8.6 percent . The general retail price of commodities was up by 0.6 percent. The producers' price index for farm products was 106.8 percent. The purchasing price index for raw materials, fuels and power was 106.7 percent. The ex-factory price index for industrial product was 102.6 percent. The price index for investment in fixed assets was 102.8 percent. The price index for real estate was 101.4 percent.
The work on employment was strengthened. According to the statistics from the Bureau of Labor and Social Security of Hunan Province , the newly-added employed people in urban areas was 0.5 million, and the re-employed people of laid-off workers was 0.41 million by the end of 2003. The total of urban unemployed people through unemployment registration numbered 0.314 million, and the urban unemployment ratio through unemployment registration was 4.5 percent.

    The economic environment was further improved.  Administering the province according to law was pushed on actively. The construction of incorruptible government and the struggle against corruption were strengthened, and a series of cases with serious problem were investigated earnestly. The comprehensive administration of public security was strengthened, and all kinds of criminal offense and economic criminals were struck seriously. The situation of public security of the province was steady. The policy of reform for countryside taxs and administrative fees was implemented further, and the burden on the peasants was lightened further. In 2003, the per-capita expenditure of taxs and administrative fees of peasantry was 81.7 yuan, decreased 3.2 yuan over the previous year, down by 3.8 percent.

    Main problems that existed in the economic and social development included the unreasonable economical structure, the general weakling strength of manufacturing sector, the tight relation between the supply and demand of energy, the un-sufficient investment in fixed assets in rural areas and agricultures, the slow growth of farmers' income, the increasing number of laid-off workers of state-owned enterprises and newly-added labor, and the severe situation of employment. 
 
    II. Agriculture

   
Steady progress was gained in agriculture production.  The total output of grain amounted to 24.43 million tones, decreased by 2.3 percent. The output of oil-bearing seeds was 1.26 million tones, increased by 5.4 percent. The output of cotton amounted to 163.1 thousand tones, up by 6.6 percent. The output of flue-cured tobacco was 187.1 thousand tones, increased by 0.4 percent. The output of vegetables amounted to 22.9 million tones, up by 5.0 percent. The output of fruits was 5.12 million tones, increased by 7.0 percent. The number of slaughtered fattened hogs amounted to 66.6 million heads, up by 3.3 percent. The number of slaughtered fowles was 522.76 million feathers, increased by 5.8 percent. The number of slaughtered beef cattle was 1.68 million heads, up by 11.2 percent. The number of slaughtered sheep and goats was 7.22 million heads, increased by 9.8 percent. The total aquatic products amounted to 1.57 million tones, up by 4.7 percent.

    Structural adjustment of agriculture was pushed steadily.  In 2003, the sown areas of grain was 4.53 million hectares, decreased by 2.6 percent. The sown areas of grain covered 58.6 percent of that of the whole crop production. The sown areas of rice was 3.41 million hectares, decreased by 3.7 percent. The sown areas of high quality rice covered 39.4 percent of that of the rice; it was 1.7 percentage points higher over the previous year. The sown areas of oil-bearing crops was 867.76 thousand hectares, decreased by 2.9 percent. The sown areas of medical herbs was 80.77 thousand hectares, and cotton was 138.99 thousand hectares, increased by 25.3 percent and 17.3 percent respectively. The sown areas of ramie was 57.23 thousand hectares, up by 0.9 percent. The sown areas of cured tobacco was 94.06 thousand hectares, and vegetables was 964.26 thousand hectares, increased by 0.5 percent and 7.2 percent respectively. Steady progress was registered in animal husbandry. In 2003, the value-added of animal husbandary increased by 3.7 percent, covered 29.4 percent of that of the primary industry. According to statistics of the Bureau of the township enterprises of Hunan Province, the total value-added of the township enterprises was 159.3 billion yuan, up by 10.7 percent.

    The construction of rural infrastructure facilities and zoology environment was further improved.  In 2003, 607 thousand water conservancy projects were started working, 4.3 billion yuan was invested, and 0.65 billion earth-stone cubic metres was finished. The areas of controlling soil erosion reached 527 square kilometers. Over 6,200 hectares of land were converted into farmland with effective irrigation system, another 10100 hectares of land were guaranteed by water-saving irrigation system. The total power of agricultural machinery reached 26.65 million kw, up by 6.7 percent. By the end of 2003, the forestation areas reached 409.6 thousand hectares, the areas with woodland was 9.86 million hectares, up by 1.5 percent. The forest coverage ratio reached 53.6 percent, up by 0.54 percentage points higher over the previous year. 

    New progress was gained in helping people out of poverty. In 2003, the fund in helping people out of poverty reached 1.16 billion yuan, and 200 thousand of people have solved the problem of adequate food and clothing and acrossed the line of low income.

    III. Industry and Construction

    Fast growth was registered in industrial production. In 2003, the total value-added of the industrial sector was 145.53 billion yuan, up by 12.6 percent over the previous year. The value-added of the industrial enterprises above designated size was 88.65 billion yuan, increased by 20.7 percent. Of which, the value-added of the light industry was 35.81 billion yuan , up by 18.4 percent; the value-added of the heavy industry was 52.84 billion yuan, up by 21.9 percent; the value-added of the state-owned and state-holding enterprises was 54.93 billion yuan, up by 14.4 percent ; the value-added of the large scale enterprises was 50.41 billion yuan up by 14.9 percent. The value-added of “10 typified industrial enterprises” reached 28.67 billion yuan ,increased by 27.4 percent , leading the industria enterprises above designated  size increase 8.8 percentage points. The emphasized sectors increased quickly, the 10 typified sectors including the transport equipment manufacturing industry leading the industria enterprises above designated size increase 14.0 percentage points.

    The output of major industrial products increased quickly. The output of coal was 23.67 million tones ,up by 16.2 percent ; the electricity generated for the whole year was 5.24 billion kilowatt-hours, up by 19.5 percent; the output of steel reached 5.91 million tones , up by 8.1 percent ;the output of cement stood at 30.54 million tones ,up by 11.1 percent ; plate glass 7.64 million weight box , up by 30.9 percent ; the output of machine-processed paper and cardboard was 1.24 million tones , up by 37.1 percent ; ten kinds of nonferrous metals 1.07 million tones , up by 16.4 percent ; automobiles 43.8 thousand units , up by 76.2 percent ; yarn 219.9 thousand tones , up by 20.1 percent .

    Production and marketing linked tightly. The sales income of industrial enterprises above designated size was 263.94 billion yuan , increased by 23.4 percent . The sales ratio was 100.07 percent , 0.34 percentage points higher over the previous year .

    The construction enterprises developed quickly. The value-added of construction enterprises was 33.84 billion yuan, up by 12.5 percent. The number of construction enterprises with certain qualification was 1495 units, and the profit of it was 1.41 billion yuan ,up by 27.2 percent. The floor space of building under construction was 89.7 million square meters, up by 25.2 percent. The floor space of building completed 39.06 million square meters, up by 6.6 percent. 
 
    IV. Investment in Fixed Assets 
 
    Investment in fixed assets increased quickly. In 2003, the completed investment in fixed assets reached 155.69 billiion yuan, increased by 14.8 percent, or 2.8 percentage points quicker over the previous year. Of which, the investment of state-owned units was 70.13 billion yuan,up by 5.3 percent; the investment of non-state-owned units was 85.57 billion yuan, up by 24.0 percent. Among the investment of non-state-owned units, the investment from foreigners, Hong Kong, Macao and Taiwan, joint ownership and share-holding economy was 40.53 billion yuan, up by 68.4 percent; the investment of collective-owned and individual economy was 45.04 billion yuan, up by 0.2 percent. Among the investment of state-owned and other types of units, the investment in capital construction was 60.52 billion yuan, up by 13.1 percent; the investment in technical updating and transformation was 30.18 billion yuan, up by 32.04 percent; the investment in real estate development was 23.00 billion yuan, up by 52.4 percent. The investment in the local projects reached 144.42 billion yuan, up by 21.5 percent, and the investment in the central projects was 11.27 billion yuan, down by 32.5 percent. The newly started projects during the year were 5653, and the finished projects reached 4473. The capital projects which investment above 100 million yuan 392, and the finished investment 33.29 billion yuan.

    The construction of key projects progressed smoothly. The fifty key projects under construction finished investment 32.73 billion yuan, increased by 12.7 percent. The construction projects including the extension of Liyujiang electric factory, the projects in Shao Shan celebrated the 110rd anniversary of Mao Ze Dong'birthday, the stadiums and accommodations for The Fifth Cities'Games, the second period of Zhu Zhou electric factory, and the paving transformation of Chang-Zhu-Tan expressway completed and put into operation. The projects including the technical updating and transformation of Hua Ling Group and the transformation of road in rural areas progressed smoothly.
   
    The investment in industry increased rapidly. Among the investment of state-owned and other types of units, the total investment in industry was 37.65 billion yuan, up by 36.9 percent. Of which, the investment in technical updating and transformation was 23.98 billion yuan, increased by 44 percent. The mining and quarrying investment mainly enganged in coal mining, ferrous metals mining and nonferrous metal was 743 million yuan, up by 38.7 percent; the manufacturing investment mainly eneraged in metallurgy and engineering industry was 26.15 billion yuan, up by 55.3 percent. With the development of the pillared industry and predominant corporation, the progress of industrialization developed by fast speed.
   
    The newly increased annual production capacity in 2003 through capital construction projects included: the capacity of power generating sets 1.95 million kws, the electric substation equipment (equal or larger than 110 thousand v) 3.09 million volt-ampere, the long distance cable was 173 kms, the program controlling exchange 500 thousand lines, the facility of mobile communication base 428 sign paths; new trunk railways put into operation 101.3 kms; newly constructed highways 834.69 kms, including 216.12 kms of express highways ; the capacity of daily city tap water supply 419 thousand tons; the capacity of daily disposal sewer 10 thousand tons; the length of extending city road 540.56 kms. 
 
    V. Transportation, Post and Telecommunications

   
The transportation developed steadily. In 2003, total volume of cargo transported by various means was 136.82 billion ton-kilometers, up by 11.7 percent over the previous year. Of which, the cargo transportation by railways was 78.32 billion ton-kilometers, increased by 7.0 percent; by highways, 46.06 billion ton-kilometers, up by 29.4 percent; by waterways, 12.24 billion ton-kilometers, down by 9.7 percent; and by airways, 0.133 billion ton-kilometers, up 24.2 percent. The volume of passenger transportation was 82.78 billion person-kilometers, an increase of 0.4 percent. Of which, passengers carried by railways were 43.00 billion person-kilometers, up by 0.9 percent; by highways, 38.22 billion person-kilometers, down by 0.7 percent; by waterways 0.243 billion person-kilometers, down by 24.1 percent; by airways, 1.31 billion person-kilometers, up by 24.0 percent. The total conversion of the passenger-kilometers and freight ton-kilometers were 183.81 billion ton-kilometers, up by 8.7 percent.

    The posts and telecommunication developed quickly. The business transactions of postal and telecommunication services in 2003 totaled 22.01 billion yuan, up by 21.2 percent over the previous year. Of this total, postal services accounted for 2.12 billion yuan, up by 5.3 percent; telecommunication services accounted for 19.90 billion yuan, up by 21.7 percent. By the end of 2003, total capacity of office exchanges reached 10.99 million gates, including 492.3 thousand new-installed exchanges; telephone subscribers numbered 9.53 million, up 20.2 percent; mobile telephone users numbered 7.92 million, up 32.3 percent; internet services users reached 2.13 million, up 68.3 percent. There were 26.3 telephones per 100 persons in this province. Of which, there were 14.4 telephone subscribers per 100 persons, up 2.4 percentage points higher over the previous year; and 11.9 mobile telephone users per 100 persons, up 2.9 percentage points higher over the previous year.

    Ⅵ. Domestic Trade

    The sales flourished in commodity marketings. In 2003, the total retail sales of consumer goods reached 181.63 billion yuan, up by 10.8 percent over the previous year. Of this total, the retail sales of consumer goods in urban areas reached 99.71 billion yuan, up by 11.9 percent. In terms of different industries, 155.84 billion yuan from wholesale and retail sale trade, an increase of 10.6 percent; 22.46 billion yuan from catering industries, increased by 13.3 percent; 3.33 billion yuan from other industries, up by 4.7 percent. The new consumer goods represented by motor vehicles and telecommunication equipments increased in consumer goods market quickly. In 2003, of the total wholesale and retail sales above designated size, the retail sales of motor vehicles and telecommunication equipment increased 46.7 percent and 56.6 percent respectively. The new industries, such as store chains and supermarkets developed quickly. In 2003, there were 44 store chains above designated size with 5.52 billion yuan of the retail sales, up by 51.5 percent. 
 
    Ⅶ. Foreign Economic Relations and Tourism
 
    New progress was gained in foreign trade. The total volume of export and import in 2003 amounted to 3.74 billion US dollars, up by 29.9 percent over the previous year. Of which, the export value was 2.15 billion US dollars, up by 6.1 percent; the import was 1.59 billion US dollars, up by 47.1 percent. The volume of export and import of general trade was 3.29 billion US dollars, up by 33.3 percent; the volume of export and import of processing trade was 0.334 billion US dollars, up by 24.9 percent. By the types of enterprises, the export and import of the state-owned corporations was 2.23 billion US dollars, increased by 23.3 percent; the export and import of collective owned enterprises was 241 million US dollars, up by 36.6 percent; the export and import of private enterprises reached 449 million US dollars, up by 136.9 percent; the export and import of foreign investment enterprises was 769 million US dollars, up by 16.0 percent. Of the volume of export , the export of agriculture goods was 185 million US dollars, up by 20.2 percent; the export of machinery and electronic products was 431 million US dollars, up by 17.7 percent; the export of textile and articles was 196 million US dollars, had an increase of 30.3 percent.
 
    New breakthrough was registered in utilization of foreign capitals. During the year, the contracted foreign capitals reached 2.38 billion US dollars, up by 43.3 percent over the previous year, and that of actually utilized was 1.79 billion US dollars, up by 30.0 percent, of which, the foreign direct investment was 1.49 billion US dollars, increased by 44.4 percent. The internal capitals utilized actually 33.54 billion yuan, increased by 110.8 percent.
 
    Rapid growth was made in foreign economic and technical cooperation. In 2003, the value involved in the new contracts signed through contracted projects, labor contracts and design and consultancy servinces reached 391 million US dollars, up by 25.3 percent; the accomplished business revenue was 386 million US dollars, up 30.3 percent.

    Tourism maintained steadily growth. The year 2003 saw 59.7 million domestic tourists and tourists from overseas , up by 3.7 percent. The total income of tourism reached 29.4 billion yuan, up by 19.7 percent. 
 
    VIII. Banking, Security and Insurance
 
    Savings deposits and loans of financial institutions increased by a wide margin, and its support to economic growth was strengthened. By the end of 2003, the savings deposit in Renminbi and foreign exchange in all financial institutions totaled 477.48 billion yuan, creating an increase of 74.74 billion yuan over the beginning of the year, and more than 14.12 billion yuan on comparable basis. Of this total, the savings deposits by urban and rural residents reached 312.08 billion yuan, creating an increase of 74.74 billion yuan, or more than 5.37 billion yuan on comparable basis; the savings deposits by enterprises was 118.53 billion yuan, creating an increase of 24.28 billion yuan. The year-end value of loans stood at 390.06 billion yuan, creating an increase of 58.92 billion yuan during this year, or more than 16.45 billion yuan on comparable basis. The long-term and medium-term loans accounted for 152.44 billion yuan, creating an increase of 33.22 billion yuan during this year, and more than 13.01 billion yuan on comparable basis. The consumption loans totalled 22.08 billion yuan, creating an increase of 9.09 billion yuan, and more than 3.62 billion yuan on comparable basis. Of which, the loans for individual housing were 3.43 billion yuan, creating an increase of 9.09 billion yuan, and more than 3.62 billion yuan on comparable basis; and the loans for automobile purchase were 2.77 billion yuan, creating an increase of 1.49 billion yuan, and more than 0.5 billion yuan on comparable basis.

    The financing function of stock exchange continued to strengthen. At the end of the year, the number of internal listed companies in Hunan rose to 39 , an increase of 3 listed companies. Of which, a listed company sended out new stocks, and two listed companies entered the offshore stock exchange. At the end of the year, the total stock value was 85.9 billion yuan, an increase of 3.9 percent over the previous year. In 2003, funds rose through issuing stocks and share rights were 5.77 billion yuan, increased by 94.2 percent.

    The insurance industry gained rapid development. The insurance premium of all the insurance organs of the province reached 10.39 billion yuan, up 21 percent over the previous year. Of this total, the premium of property insurance was 2.01 billion yuan and the premium from health and unforeseen accident insurance was 0.4 billion yuan, up by 8.1 percent and 34.5 percent respectively. The compensation payment reached 2.15 billion yuan, up by 4.9 percent. Of which, the compensation payment from health and unforeseen accident insurance was 0.18 billion yuan, up by 21.7 percent; the compensation payment of property insurance was 1.07 billion yuan, up by 12.4 percent. 
 
    Ⅸ. Science, Technology and Education
    
    The fruitful results of science and technology emerged continually and newly breakthrough was acquired in science and technology. By the end of 2003, there were 308 independent scientific research institutions at or above county level, among which there were three institutes for social sciences, and 13 institutes for sci-tech intelligence and literature. There were 3 key national laboratories, 7 key labs at the ministerial level, 29 key labs at the province level, six national (ministerial ) technical centers, and 17 technical centers at the province level. In 2003, a total of 836 scientific research results were achieved. There were 84 demonstrated enterprises at the province level engaged in the informativation of manufacturing industry,  creative breakthrough in the research and industrialization of power-driven automobiles. An significant advance was acquired in the prevention and cure of schistosome. Some of 6,080 patent applications were received, of while, 3,100 patents were authorized, up 25.1 percent and 32.1 percent respectively. The development of high-tech industry was speeded up, and the high- tech enterprises realized output value of 9.56 billion yuan, with an increase of 28.5 percent.
   
    New progress was made in geological prospecting and mapping. In 2003, there were 13 newly found places of minerals, and there were 175 geology disasters had been forecasted successfully. There were fruitful results of figure surveying and drawing 21,186 square kilometers per 9556MB provided for economical development. Surveying and mapping departments published 13,851 kinds of maps of various scales .

    The scale of common higher education continued to expand.  By the end of 2003, there were 73 general universities in Hunan with 537.2 thousand enrolled undergraduate students, up by 28.1 percent, including 193.8 thousand new entrants and 90.0 thousand completed their undergraduate courses, having increased by 23.5 percent and 45.0 percent. There were 10 universities and 5 institutions that offered courses leading to postgraduate degrees, with 8,597 new entrants, having increased by 47.4 percent. Among which, there were 1,410 new entrants to read for doctor degree and 7,187 new entrants to read for master degree. There were 3,099 postgraduates completed their postgraduate courses, of which, 384 postgraduates awarded doctor degree. There were 19,421 enrolled postgraduate students, increased by 37.3 percent, of which, there were 3,456 postgraduate reading for doctor degree, up by 25.1 percent. The structure of common medium education was reasonable day by day, and the quality of education was enhanced. There were 4,689 ordinary schools with 4887.7 thousand enrolled students, up by 4.7 percent. The entrance rate of the ordinary junior middle school was 96.3 percent, having increased 3.03 percentage points over the previous year. The drop-off rate of ordinary junior middle school students was 1.51 percent, having decreased 0.36 percentage points. There were 24,673 ordinary primary schools , having decreased 2,570, with 4686.9 thousand students. The enrollment rate of primary-school-age children was 98.56 percent, having increased 0.92 percentage points; and the drop-off rate of primary school students was 0.15 percent, having decreased 0.01 percentage points.
 
    Ⅹ. Culture, Public Health and Sports
 
    Cultural industry prospered.  By the end of 2003, there were 88 art-performing groups, 125 cultural centers, 15 public artistic centers, 70 museums and memorials, and 115 public libraries in Hunan.
Fairly fast development continued in broadcasting, movie and television programs. By the end of 2003, there were 11 radio broadcasting stations, 25 medium and short wave radio transmitting and relaying stations. The internal broadcasting programs were 53 suits, and the average broadcasting time everyday were 531 hours and 55 minutes, increased 36 hours and 50 minutes over the last year. The through out Hunan brought radio programs to 81.79 percent of the total population. There were 15 TV stations and 443 television transmitting and relaying stations. The TV programs were 103 suits, increased 2 suits over the last year; and the average TV broadcasting time per week were 9,178 hours and 31 minutes, increased 981 hours and 58 minutes. The through out Hunan brought TV programs to 91.91 percent of the total population. The users of CATV were 3806.8 thousands, increased 353 thousands over the last year.
   
    The industry of publication and issue developed steadily.  All sorts of books issued 3,889 types, the number of copys at one impression was 337.21 millions, up 3.34 percent; magazines, 269 types, 119.38 million copys, up 6.52 percent; newspaper, 106 types, 1,018 million copys, up 6.9 percent.

    The development made in medical treatment hygiene and public health work was speeded up. By the end of 2003, there were 4,272 medical treatment hygiene institutions, with a total of 143.6 thousand. There were 192.4 thousand hygiene technical personnel, 79.4 thousand licensed (assistant) doctors, and 53.6 registered nurses throughout province. By the end of 2003, there were 2,532 medical treatment hygiene institutions in villages and towns, with a total of 37.5 thousand beds, increased by 1.4 percent. Rural villages with medical-care stations made up 94.4 percent, up 0.9 percent compared with the previous year. The prevention and cure of SARS acquired significant success by stages, neither the primary affection reported, nor the second-generation case found.
   
    The construction of sports infrastructure progressed greatly.  There were 29,213 places of sports in Hunan. Among which, there were 38 stadiums and 57 gymnasiums. Hunan succeeded in holding the Fifth Nation-wide City Game. In 2003, athletes from Hunan won 9 world champions; 10 gold medals, 5 silver medals and 2 bronze at important international sport games; furthermore, athletes from Hunan won 37 gold medals, 27 silver medals and 28 bronze at national sport games. One athlete and two person-times broke 2 world records. “The whole people body-building regulations of Hunan Province” was issued and brought into practice. Sports were further popularized among the masses, 35.7 percent of the population often took part in sports activities, increased 1.8 percentage points over the previous year. 
 
    Ⅺ. Environment Protection

    The environment protection was enhanced, and the environment quality was further improved. In 2003, the environment monitoring stations strengthened the construction of standardization and automatization, there were 130 environmental monitoring stations, and 1,935 people working in environment protection agencies in Hunan. 342 of programs of treating environment pollution were finished with 92.30 million yuan of investment. 194 of smoke/dust control zones were finished, covering an area of 1,122.3 square kilometers, increased by 4.8 percent; and 166 of zones where the noise pollution was controlled within the standard were finished, covering an area of 1,096.6 square kilometers, increased by 0.2 percent. A batch of programs of urban environment infrastructure including clean fuel, sewage treatment and refuse disposal were began construction. In the 14 Region-level cities of Hunan Province, there were 7 of cities surface water met the standards related according to function zones, and the quality of atmosphere of YongZhou, HuaiHua and ChengZhou met the standards related according to function zones. By the end of 2003, Hunan had 82 natural protection zones (including 8 nation-level ones and 35 province-level ones); the area of the protection zones reached 994.9 thousand hectares, having an increase of 20.6 percent. The all-round monitoring of the rivers, lakes, air and serious pollution area were reinforced continuously. The out-let of the industual pollution sources met the standards related basically. 385 enterprises reached the state standards among the 396 key enterprises listed into the state survey, accounted for 97.2 percent.  Among 12 sorts of the wastes controlled by the state, 11 were restricted within the standards regulated by the state.

    Ⅻ.  Population, People’s Life and Social Security System
 
    According to the sampling survey, at the end of 2003, the total population of Hunan was 66.63 million, and had an increase of 343 thousand. Of which, 22.32 million people lived in cities and towns and 44.31 million people lived in rural areas. A crude birth rate was 11.82 per thousand, up by 0.26 per-thousand-points; the crude death rate was 6.87 per thousand; the natural growth rate was 4.95 per thousand, or 0.09 per-thousand-points higher than that of 2002. The aged population at 65 and over was 5.57 million, accounted for 8.36 percent of the total population or 0.31 percent-points higher than that of 2002.

    The living standard of people improved continually.  In 2003, the annual per capita disposable incomes of urban households was 7,674.2 yuan, increased by 10.3 percent, if excluding the element of the price change, a real increase of 8.8 percent. Of which, the annual per capita net income from wage and stipend was 5,553.8 yuan, an increase of 10.2 percent; the annual per capita net income from household business operation was 356.2 yuan, increased by 51.3 percent; the transfer income was 1,663.6 yuan, increased by 5.7 percent. In 2003, the annual per capita net income of rural households was 2,532.9 yuan, increased 135 yuan, up by 5.6 percent, if excluding the element of the price change, a real increase of 4.7 percent. Of which, the annual per capita net income from wage and stipend was 988.4 yuan, increased 74.1 yuan; the annual per capita net income from household business operation was 1,427.2 yuan, increased 50.5 yuan; the transfer and property income was 117.3 yuan, increased 10.4 yuan. The annual per capita disposable income of rural households was 2471.6 yuan, increased 108.4 yuan. The ways, channel and structure of residents consumption have been changed greatly. In 2003, the annual per capita expenditure for consumption of urban households was 6,082.6 yuan, if excluding the element of the price change, a real increase of 7.6 percent. Of which, the expenditure of urban households for transportation & telecommunication, education culture & recreation, and medical services were 680.2 yuan, 994 yuan and 391.3 yuan, increased by 14.1 percent, 12.5 percent and 13.9 percent respectively. The Engel coefficient of urban households was 35.8 percent. Averagely, every hundred urban families own 0.27 domestic automobiles and 26.7 computers. Per capita municipal residents’ housing area reached 23.3 square meters more 0.9 square meters than last year. The per capita consumption expenditures of rural households were 2,139 yuan, increased by 3.4 percent. The Engel coefficients (which refers to the proportion of expenditures on food to the total consumption expenditures of households) were 51.9 percent for rural households. Averagely, every hundred rural families numbered 49.6 color TV sets, 41.4 telephones, and 15.4 mobile telephones. The rural resident’s per capital housing areas reached 35 square meters more 1 square meter than last year.

    Social security system was further consolidated. By the end of 2003, 6.34 million staff and workers in urban areas participated in the basic pension programs, increased by 2.9 percent. Of which, including 1.67 million retirees, an increase of 5.9 percent; 3.48 million people participated in unemployment insurance programs, having an increase of 6.4 percent; the basic health programs involved 4.24 million people, a growth of 6.4 percent. The retirees from enterprises were paid 8.14 billion yuan as basic pensions, 1.27 billion yuan were paid to lay-off workers from the state-owned enterprises for maintaining basic life during this year. The urban residents received 935 million yuan of the minimum income relief from governments.
