Statistical Communique on the National Economy and Social Development of Hunan Province Statistical Bureau 2001

     In 2001, facing the complex international economic environment, under the correct leadership of Hunan Provincial Party Committee and Government, people all over the province uphold the three representationsimportant thought, and conscientiously carried out the important decisions and policies formulated by the Central Party Committee and the State Council, concentrated on adjustment of economic structure, advanced agricultural industrialization, industrialization and urbanization energetically, national economy maintained a trend of rapid and healthy development , the social affairs was prosperous and stablethe construction of spiritual civilization was strengthened continuously and the living standards of people was further improved. The beginning of the Tenth -Five-Year program was good.

1. General  Outlook

The comprehensive strength of the national economy gained further improved. Preliminary statistics indicated that the Gross Domestic Product (GDP) of the province was 398.30 billion yuan, increased by 9.0 percent over the previous year. Of this total, the value-added of the primary industry was 82.6 billion yuan, having increased 4.0 percent; the value-added of the second industry was 157.0 billion yuan, have an increase of 10.0 percent; and that of tertiary industry was 158.7 billion yuan, up by 10.5 percent. The per-capita GDP reached 6054 yuan, up by 8.4 percent. The percentage of the three industries was 20.7:39.4:39.9, comparing with the previous year, the value-added of the primary industry down by 0.6 percentage points, and that of the second industry down 0.2 percentage points as well, the tertiary industry up by 0.8 percentage points.

The price of market appeared a small down. The general level of the residents consumer price for the year had a decrease of 0.9 percent over the previous year, of whichthe consumable prices fell by 1.8 percent, the prices for service items went up by 2.5 percent, the rage of increase declined 11.1 percentage points over the previous year. Of the consumer price, food price fell by 1.4 percent; clothing fell by 2.6 percent, the price of medical and personal things went down by 0.2 percent, the prices of entertainment and education instrument up by 2.1 percent and the price of education went up 5.4percent. The index of factory price of industrial products was 99.8percent, fell by 0.2 percent; the purchasing price for raw material, fuel, and power in industrial enterprises went up by 1.1 percent, the range of increase declined 5.6 percentage point over the previous year. The price of the real estate went up by 1.6 percent.

Work on employment was strengthened. According to statistics from the labor department, by the end of 2001, the number of laid-off workers of state-owned enterprises was 461.2 thousand, a decrease of 7.8 percent as compared with that at the end of 2000. The rate of re-employment of the unemployed people was 11.7 percent, 303.4 thousand registered unemployment in urban, and 202 thousand were settled again. The urban rate of registered unemployment was 4.0 percent in this province.

Various reforms pushed on steadily. The reforms of the state-owned enterprises continued deepeningThe working of establishing modern enterprises system of 50 large-medium enterprises got along very wellthe property right reform of small-medium enterprises got  further strengthened .The rural reforms became more deepened, the reform in examining and approving system of the governmental administration gained initial fruit, neatening and ruling the order of market economy acquired initial results.

In 2001, Hunan accelerated the pace of urbanization by investing municipal fundamental facilities and pushing on the construction of towns. The total number of little towns of the whole province reached 1086 and 31 more than last year, the level of urbanization was 30.8 percent, rose by 1.05 percentage points.

Major problems that remained in economy performance and social development included: the structural contradiction was still conspicuous in national economy, the supply structure didn’t adapt to the change of social demand; the lower income group in urban and rural areas grew slowlythe distance of income continued to enlargethe internal power of economic growth was not strong; and the situations of employment and re-employment were still severe.

2Agriculture and Rural Economy

There was stable development in agriculture and rural economy. The gross output value of agriculture was 131.32 billion yuan in the whole province, up by 4.0percent. The ascending and descending existed simultaneously in the output of main agriculture product. The total output of grain amounted to 27,003 thousand tons, decreased by 2.4 percent; the output of cotton amounted to 190 thousand tons; increased by 20.3 percent; the output of oil-bearing seeds was 139,350 thousand tons, decreased by 1.4 percent; flue-cured tobacco 151.10 thousand tons, increased by 2.8 percentthe output of tea reached 58.40 thousand tons, had a increase of 2.0 percent; fruits was 1865.40 thousand tons, grew by 23.9 percent. The number of slaughtered fattened hogs amounted to 62575.40 thousand heads, grew by 3.6 percent; the number of slaughtered beef cattle was 1377.30 thousand heads, up by 23.9 percent; the sheep and goats 5691.5 thousand heads, up by 9.6 percent; the total aquatic products amounted to 1409.6 thousand tons, up by 5.8 percent. The afforestation areas reached 75.6 thousand hectares, of which, returning the farmland to forest reached to 27.5 thousand hectares, by the end of 2001, the area with woodland was 957.95 thousand hectares, the storage of live wood reached to 306 million cubic metres, the number of bamboo was 1.47 billion roots. The forest coverage rate reached 52.8 percent, up by 0.4 percentage points over the previous year.

    Structural adjustment for agricultural production was quickened, the effect of industrialization management appealed. The sown areas of grain crops was 4802.8 thousand hectares, decreased by 227.1 thousand hectares over the previous year, of that, the early season rice decreased by 154.7 hectares; the areas of the high quality rice 1188.1 thousand hectares, increased by 150.6 thousand hectares. Among the economic crops, the sown areas of cotton, fiber crops, medical herbs were 149.4 thousand hectares, 48.4 thousand hectares and 56 thousand hectares, increased by 2.3 percent, 37.7 percent and 31.9 percent respectively. The sown areas of vegetables and melons were 828.6 thousand hectares and 128.9 thousand hectares, increased by 15.0 percent and 22.2 percent respectively. Hogs production developed steadily. The herbivores, fowls and high quality aquatic product were quickened. The gross output value of animal husbandry and aquatic product reached to 59.6 billion yuan, up by 4.1 percent over previous year, it covered 45.4 percent of that of the whole agriculture. The chief enterprises were more effective on promoting the rural economy and expanding the market. The 23 chief enterprises at province-level connected the base 386 thousand hectares, the sales revenue annually was 9.5 billion yuan, up by 26.5 percent; and realized profits 0.75 billion yuan, grew by 38.9 percent.

    The construction of rural fundamental facilities was strengthened. 610 thousand  water conservancy were started working in all, 460 thousand of all were finished. 2.9 billion yuan was invested and 0.51 billion earth-stone cubic metres was finished. Newly increased irrigated areas 10.1 thousand hectares, the areas of controlling soil erosion reached to 334.4 square kilometers, the drinking difficulty of 537.2 thousand people and 479.4 thousand livestock have resolved. The total power of agricultural machinery reached 2.36 million kw, up by 6.7 percent. The machinery for harvesters and transportation grew at fast speed.

    The construction of being fairly well and the aid-the poor project were taken smoothly. In 2001, 1.28 billion yuan was spent on the aid-the poor project. At the end of 2001, the population in poverty was 1.1 million, 200 thousand less than the previous year. The whole province had 65 counties( citiesdistricts) reached well-off level.

    3. Industry and Construction

   ndustrial production increased steadily. In 2001, the gross value-added of industrial sectors was 130.95 billion yuan, up by 9.9 percent over the previous year. The value-added of the state-owned and state-holding industrial enterprises and those non-states-owned enterprises with an annual sales income over 5 million yuan (referred to as industrial enterprises above designated size hereafter) was 61.79 billion yuan, had an increase of 13.8 percent, up by 0.2 percentage points. Of this total, the value-added of the light industry was 22.56 billion yuan, having increased 15.2 percent, and the heavy industry was 39.24 billion yuan, up by 13.1 percent. The value-added of state-owned and state-holding industrial enterprises grew 12.0 percent; that of collective owned industry was up 15.6 percent; that of share holding cooperative enterprises was up 15.8 percent; that of share holding enterprises was up 14.7 percent.

    Industrial structural adjustment made significant progress. In 2001, the technical reconstructions in industrial enterprises were strengthened. The investment of the technical reconstruction in industry reached 11.23 billion yuan, up by 38.6 percent. The technical innovation in industrial enterprises kept fast growth. 472 projects of new products above the province-level had developed, the output value of new products was 21.5 billion yuan, the percentage of new products value accounted to 11.6 percent. In 2001, of all this industry’s outputs above designated size, the output of cement reached 24.96 million tons, up by 6.0 percent; steel 3.89 million tons, up by 29.6 percent; ten kinds of non-ferrous metal 897.6 thousand tons, up by 8.7 percent; electricity was 38.435 billion km/h, up by 8.5 percent; fertilizers 1461.1 thousand tons, down by 0.7 percent; chemical pesticide 49.1 thousand tons, up by 6.8 percent; automobiles 20.5 thousand units, up by 16.5 percent; color monitor 4486.5 thousand units, up by 20.9 percent.

    The economic efficiency of the enterprises continued improvement. The total profits after balancing out between deficits and surpluses for sated-owned industrial enterprises and for non-state-owned industrial enterprises with an annual sales revenue over 5 million yuan was 5.17 billion yuan, up by 48.6 percent. The loss value of loss-making enterprises was 3.01 billion yuan, down by 14.2 percent. a decline of 4.1 percentage points over the previous year. The total profit from stated-owned and state-controlling industrial enterprises was 2.859 billion yuan, up by 71.6 percent. The loss value was 2.5 billion yuan, down by 11.5 percent. The ratio of loss-making was 37.3 percent, down by 8.1 percentage points.

     The construction industry not only developed steadily, but also the efficiency turned better. The total value-added construction industry reached 26.05 billion yuan, up by 10.8 percent. The total profits for construction industry above grade four was 0.54 billion yuan, up by 23.2 percent. The total taxes reached 1.688 billion yuan, up by 54.7 percent. There were 20646 construction enterprises, decreased by 3.8 percent, of which 11299 through tender for the construction, down by 1.0 percent .The floor space of building under construction was 501.67 thousand square meters, down by 1.4 percent. The floor space of buildings completed was 24.83 million square meters, down by 4.6 percent.

     4. The Investment in Fixed Assets

The investment in fixed assets increased quickly. In 2001, the investment in fixed assets in this province reached 120.93 billion yuan, having increased 13.4 percent. Of which, the investment of state-owned units and other types of units were 79.842 billion yuan, up by 16.6 percent; that of collectives and individuals were 41.09 billion yuan, increased by 7.6 percent. Among the investment of state-owned units and other types of units, the investment in capital construction was 47.67 billion yuan, had an increase of 18.0 percent; the investment in technical updating and transformation reached 19.83 billion yuan, up by 13.2 percent; and that in real estate development was 10.63 billion yuan, grew by 42.1 percent; The investment in the local projects reached 57.36 billion yuan, increased by 37.0 percent; the investment in the central projects 22.48 billion yuan, down by 9.8 percent. The newly started projects in the year reached 4830, increased by 14.6 percent. The finished projects in the year amounted to 4208, up by 2.2 percent.

    The investment leaned toward the primary industries and the fundamental facilities. Among the investment of stated-owned units and other types of units, the investment on agricultureelectric power traffic post social services health care and sports science and technology amounted to 9.45 billion yuan, had an growth of 93.0 percent; and that of health care, sports, social welfare amounted to 379 million yuan, increased by 24.5 percent; electric power, gas and water production and supply reached 8.77 billion yuan, as the same as the previous year.

    Key projects constructed smoothly. The key projects under construction of the whole province amounted 26, and the total complete investment was 27 billion yuan, or 108 percent of the year plan, increased 1 billion yuan over previous year. The entire and individual projects were finished. Lei-Yi speedway that is one part of the main road of Jin-Zhu national highway was built and opened to traffic; Yiyang Power Plant with two sets were put into production and generated electricity; the second line of Zhu-Liu railway and the electrification of Wu-Guang railway were finished and opened to traffic; the first phase of the project of Yong-Lian highway (99 kilometers) were completed; Changde Sewage Plant constructed for controlling environment pollution in the Xiangjiang River valley was put into production; the annual plan that rounding off of Hunan Mobile GSM in the sixth phase and expanding volume in the seventh phase was finished entirely and the net building of Uninet CDMA was opened; Shang-Rui speedway Hunan sector (Tan-Shao) constructed smoothly.

     The newly-increased annual production capacity in 2001 through capital construction projects included: the capacity of generating sets 621 thousand kw, the electric substation equipment (equal or larger than 110 thousand v) 3255 thousand volt-ampere, the length of transmission line extended 6154 kms, the program controlling exchange 2338.9 thousand lines, the facility of moving communication base 2161 sign paths; the newly built of grade 10 thousand parts annual 60 thousand tons, and 710.19 kms of newly constructed highways, including 135.37 kms of express highways and 1869 kms of reconstructed highways; the capacity of daily city tap water supply 376 thousand tons; the capacity of daily disposal sewer 47.5 thousand tons, the length of extending city road 105.2 kms, the area of city road extended 4.65 million square meters.

5. Domestic Trade

    In 2001, with a series of the effective implementation of policies on increasing the wages of official twice, as well as the residents’ income of grade low and medium in urban, and that of expanding consume credit, resulting in a stable and flexible domestic consumption market. The total retail sales of consumer goods reached 151.11 billion yuan, up by 10.7 percent over the previous year. Of this total, the retail sales of consumer goods in urban areas reached 80.01 billion yuan, up by 12.7 percent; the retail sales of consumer goods at and below county level was 71.1 billion yuan, had an increase of 8.6 percent. In terms of different industries, 98.51 billion yuan from wholesale and retail sale trade, an increase of 11.3 percent; 16.11 billion yuan from catering industries, increased by 15.4 percent; 36.49 billion yuan from other industries, up by 7.3 percent. According to the types of economics, 40.485 billion yuan from state-owned units, up by 2.0 percent; 110.62 billion yuan from non-state-owned units, up by 14.3 percent. The large-sized markets have became a main body of the commodities at the market. In 2001, there were 101units that sales over one hundred billion yuan, with 46.6 billion yuan of transaction value, amounted to 54.6 percent in transaction value of free markets of the province. The new industries, such as general chain super markets developed quickly. In 2001, there were 30 general chain commercial enterprises above designated size with 2 billion yuan of the retail sales, up by 240 percent.

      6. Foreign Economic Relation and Tourism

     Affected by the slow world economic growth, foreign trade was seen to decline. The total volume of export and import in 2001 amounted to 2.76 billion US dollars, up by 9.8 percent, of which, the export value was 1.75 billion US dollars, up by 6.1 percent; the import was 1.01 billion US dollars, up by 16.9 percent. The export of general trade was 2.38 billion US dollars, up by 15.2 percent; the export of processing trade was 0.27 billion US dollars, down by 12.6 percent. By the types of export enterprises, the export of foreign investment enterprises was 0.21 billion US dollars, up by 16.3 percent; and the export of collective owned enterprises was 0.13 billion US dollars, up by 44.1 percent; the export of private enterprises reached 69 million US dollars, grew by 77.9 percent. Of which, the export of machinery and electronic products was 0.34 billion US dollars, up by 8.4 percent; the export of textile and articles was 0.31 billion US dollars, had an increase of 17.4 percent, unwrought zinc and zinc alloys was 0.13 billion US dollars, down by 14.9 percent, fireworks and firecrackers was 0.09 billion US dollars, up by 4.0 percent.

    New progress was made again in utilization of foreign capitals. During the year, the contracted foreign capitals reached 1.33 billion US dollars, up 21.7 percent over the previous year, and that of actually utilized 1.19 billion US dollars, up by 7.1 percent, of which, the foreign direct investment was 0.81 billion US dollars, up by 18.8 percent.

    Economic cooperation with foreign countries kept high growth. The contracted value of newly signed contract projects, labor services, design and consultancy services reached 0.27 billion US dollars, increased by 44.3 percent. The value of business fulfilled 0.27 billion US dollars, up 91.4 percent.

Domestic and international tourism maintained fast growth. The year 2001 saw 49.85 million domestic tourists, up by 7.2%. Income from domestic tourism stood at 18.81 billion yuan, had an increase of 44.1 percent, 504.6 thousand tourists from overseas were received, income of foreign exchange from international tourism reached 0.27 billion yuan, up by 22.2%. The total income of tourism reached 21 billion yuan, up by 41.4 percent, it was equivalent to 5.2 percent of the province’ Gross Domestic Product, and rose 1.2 percentage points. The tourism had become one of the important mainstay industry in this province.

     7.The Traffic, Post and Telecommunication

    In 2001, total volume of cargo transported by various means was 113.23 billion ton-kilometers, up by 5.4 percent over the previous year. Of which, the cargo transportation by railways was 67.46 billion ton-kilometers, increased by 6.7 percent; by highways, 31.60 billion ton-kilometers, up 6.6 percent; by waterways, 14.12 billion ton-kilometers, down by 1.8 percent and by airways, 12 million ton-kilometers, up 9.1 percent. The volume of passenger transportation was 76.08 billion person-kilometers, an increase of 5.1 percent. Of which, passengers carried by railways were 41.11 billion person-kilometers, up 4.3 percent by highways, 33.79 billion person-kilometers, up by 6.1 percent; by waterways 0.32 billion person-kilometers, down by 9.0 percent; by airways, 0.86 billion person-kilometers, up by 5.7 percent.

    The business transactions of postal and telecommunication services in 2001 totaled 18.78 billion yuan, up 37.8 percent over the previous year. Telephone subscribers of at year-end numbered 7.585 million, up 10.9 percent. There were 11.5 telephones per 100 population in this province, up 0.8 percentage points.  Mobile telephone and internet services developed rapidly. Mobile telephone users numbered 4.11 million, up 73.6 percent; subscribers to internet services reached 1.07 million, up 88.1 percent.

8. Finance and Insurance

The service of banking was perfect gradually, and its support to economic growth was strengthened. The deposits and loans increased by a wide margin. By the end of 2001,the total amount of the deposit of the banking constitutions in the province was 334,291 million yuan, creating an increase of 47,154 million yuan over the beginning of the year. Of this total, savings of enterprises accounted for 87,389 million yuan, increased by 11,116 million yuan, and the savings deposits by urban and rural residents reached 218,373 million yuan, increased by 31,188 million yuan .The year-end value of loans stood at 278,792 million yuan, creating an increase of 38,959 million yuan .Of this total, the short-term loans accounted for 179,873 million yuan, increased by 19,356 million yuan, and the long-term and medium-term loans accounted for 78,752 million yuan, increased by 15,751 million yuan. The loans were comparatively centered on items of the industryagriculturecapital construction and consumer credit, its was increased by 3,9603,66610,764 and 2,756 million yuan over the beginning of the year. But it was very hard for small-medium enterprises and rural residents to get loans

The insurance industry gained continuous development. The insurance fee of all the insurance organs of the province reached 5,622 million yuan, up 20.5 percent over the previous year. Of this total, the premium of property insurance was 1,636 million yuan, that of life insurance was 3,986 million yuan, up by 16.9 percent and 22.1 percent respectively. The compensation payment reached 1,854 million yuan, up 69.7 percent, in which the compensation payment for property reached 792 million yuan, having increased 10 percent; the compensation payment for life accidents reached 1,062 million yuan, up 176.6 percent.

 9. Science, Technology and Education

The science and technology kept fast development, and achievements was notable. Changsha Software Garden had become a base of national software research and development, Yue-lu Mont University Garden of Science and Technology was built. The number of the achievement of all sorts scientific research in 2001 was 1008, among which, 11 excellent items won state sci-tech progress award, 150 items won provincial sci-tech progress. The new high-tech enterprises realized output value of 60.6 billion yuan, having produced profit and tax of 9.24 billion yuan, with an increase of 21.2 percent and 20 percent respectively. In which, there were 70 of sci-tech enterprises that output value over 100 million yuan, 12 of sci-tech enterprises that output value over billion yuan. The patent work made new progress. There were 4292 applications for “Three types of patent”, increased by 4.3 percent; 2401 applications was examined and certified. By the end of 2001, there were 321 scientific research institutes, among which, there were 174 institutes for natural scientific research, 3 institutes for social science, 13 institutes for sci-tech intelligence and literature, 25 key labs at the province level. The specialized personnel in local state-owned units by sector reached 1.08 million. The number of academicians in Hunan reached 41.

Education development accelerated in the course of reform and adjustment, in 2001, 6 new civilian colleges were built. There were 61 general universities in Hunan with 331.3 thousand enrolled undergraduate students, including 117.3 thousand new entrants by the end of the year, having increased by 17.3%, 30.9% and 16.1%. There were 16 universities or institutions that offered courses leading to postgraduate degrees, with 10,589 enrolled graduate students, including 4575 new entrants, and 26 institutions of adult higher education, with 252.5 thousand enrolled students, including 119.4 thousand new entrants, having increased 26.4 percent and 34.0 percent. 240.9 thousand students in 125 secondary vocational or technical schools of various types including 71.4 thousand new entrants, and 4,695 ordinary schools whose students amounted to 4,255.9 thousand, the entrance rate of the ordinary junior middle school was 93 percent, having decreased 1 percentage. There were 29,340 ordinary primary schools with 6.01 million students, the enrollment rate of primary-school-age children being 97.9 percent, having decreased 0.5 percentage points, the drop-off rate of primary school students was 0.5 perccent, up 0.13 percentage points.

 10.Culture, Public Health and Sports

Cultural industry was strengthened and cultural and art undertaking made rapid progress. In 2001, Hunan Daily Group and Changsha Evening Paper Group were composed, all sorts of newspaper issued 901.02 million copies; magazines, 97.97 million copies; and books, 248.51 million copies. By the end of 2001, there were 11 radio broadcasting stations, 25 medium and short wave radio transmitting and relaying stations, 15 TV stations through out Hunan brought radio programs to 81.6 percent of the total population, 50 TV transmitting and relaying stations covered 91.7 percent of the population. The flourish of cultural and art enrich people’s life. Huagu opera Huagu in Autumn gained award inaugurated by the State Propaganda Department, dance poem Zha Hua woman gained the gold award of creation and performance of 3th minority nationality theatrical festival, film Mao-Ze dong in 1925 gained the award of the best feature film of the 21th Jin JI festival. By the end of 2001, there were 91 art-performing groups, 125 cultural centers, 15 public artistic centers, 66 museums, 115 public libraries and 199 archives establishment in Hunan.

Continued development was made in public health undertakings. By the end of 2001,there were 4205 health care institutions, with a total of 146.2 thousand beds (including 21.2 thousand beds in the hospital of villages and towns), increased by 1.9 percent, 199 thousand health workers through out province. Rural villages with medical-care stations made up 92.6 percent, up 1.1 percent compared with the previous year.

Vigorous development was scored in sports. In 2001, athletes from Hunan won 3 world champions, 5 gold medals, 8 silver medals and 1 bronze at important international sport games; furthermore, athletes from Hunan won 24 gold medals, 21.5 silver medals and 26.5 bronze at national sport games. In 9th national sport games, athletes from Hunan made a breakthrough by winning 19.5 gold champions, making Hunan at the seventh place. Sports were further popularized among the masses, 33.5 percent of the population often took part in sports activities, 96 percent of students were up to standard of national sports.

11.Environment Protection

The general awareness of environment protection was further enhanced. By the end of 2001, there were 2107 people working in environment protection agencies in Hunan, and 129 environment monitoring station were in operation. 331 programs of treating environment pollution were finished, 271 million yuan of investment on the treatment of environment protection was realized, grew by 14 percent. 157 smoke-dust control zones were established, increased by 25.6 percent; 126 noise control zones, increased by 61.5 percent. Hunan also had 68 natural protection zones (including 8 nation-level ones and 26 province-level ones); the area of the protection zones reached 803.4 thousand hectares, having increased 4.3 percent. Smoke-dust control zones covering an area of 495.2 square kilometers; noise control zones covering an area of 267.7 square kilometers. The percentage of industrial waste water treated, the percentage of the industrial solid waste treated in cites and the percentage of repeated use of industrial water were 27.3 percent, 52.1 percent and 54 percent respectively, having increased 9.2,1.6 and 1.9 percentage points. New achievement was made in overall settlement of Dongtingfu Lake, the ecological environment of the Lake was improved gradually, an areas of the Lake was enlarged and the storage capacity was much more after three-year-level the land and store floodwater. But in some areas, the tendency of environmental pollution and ecological deterioration were still not under control.

12. Population

By the end of 2001, the total population reached 65.96 million in the whole province, and had an increase of 338 thousand. Among of them lived in cities and towns and others lived in rural areas. According to sampling survey, in 2001, a crude birth rate was 11.8 per thousand, rose 0.35 per-thousand-points; representing a crude death rate of 6.7 per thousand; the natural growth rate was 5.1 per thousand, or 0.42 per-thousand-points higher than that of 2000.

A rough estimate that according to the Fifth Census of Population, the population of age 0-14 was 14.04 million and made up 21.3 percent; the population of age 15-64 was 46.79 million and made up 70.9 percent; the population of age 65 and over reached 5.13 million, and made up 7.8 percent of the total population in Hunan, or increased 223.1 thousand people over the previous year. Hunan is gradually facing an aging population problem.

13.People s Life and Social Security System

According to the sampling survey, the annual per capita disposable incomes of urban households was 6780.56 yuan in 2001, increased by 9 percent, if excluding the element of the price hange, a real increase of 10.2 percent. The annual per capita actual expenditure of urban households was 6925.54 yuan, having increased 7.7 percent, if excluding the element of the price change, a real increase of, a real increase of 8.9 percent. The expenditure of urban households having changed to new growth points such as housingtransportationtelecommunicationeducation and tourism. The annual per capita consumption expenditures was 5546.22 yuan, a growth of 6.3 percent, in which, the growth rate of transportation and telecommunication tourism education medicine and medicine services were 20 percent 67.6 percent 19.9 percent and 21.6 percent. The annual per capita disposable incomes of rural households 2264.71 yuan in 2001, increased 105.71 yuan, an increase of 4.9 percent, if considering the element of the price, a real increase of 5.4 percent. Per capita net incomes of rural households was 2299.46 yuan, increased 102.3 yuan and an increase of 4.7 percent. Among the peasants’ net incomes, the incomes from salary reached 840.11 yuan, increased 50.37 yuan; the net incomes from the first industry was 972.97 yuan, an increase of 34.41 yuan, and from the second and third industry was 398.87 yuan, increased 8.33 yuan; the incomes from transfer and property was 52.76 yuan, an increase of 12.6 yuan. The per capita consumption expenditures of rural households was 1990.33 yuan, increased 47.83 yuan, a growth of 2.5 percent, if considering the element of the price, a real growth of 3 percent. In 2001, the housing condition both rural and municipal residents kept further improving. Per capita municipal residents’ housing area reached 11.8 square meters more 0.4 square meters than last year; the rural resident’s per capital housing areas reached 32.87 square meters more 1.95 square meters than last year, the percentage of brick-wood and concrete structure accounted to 93.6 percent, rose 0.4 percentage points.

Social security system was further strengthened. With the acceleration of social security system build, there were 4.52 million staff and works participated in the retirement security program by the end of the year and having decreased 0.97 percent over the previous year; and a total of 1.48 million retirees participated in the retirement security program, raised 8.4 percent; some of 3.55 million staff and works participated in the unemployment insurance program, grew 2.5 percent; and 33 thousand people received their monthly unemployment insurance. There were 3.51 million staff and works participated in the basic health care program, had a growth of 175.7 percent; by the end of November this year, some of 482.2 thousand retirees participated in the basic health care program, increased by 82.3 percent; employers joining the life insurance reached 1.41 million and having increased 110.5 percent.
